Chapter 160 - dragon emperor

Klenaya, this Female Red Dragon, had awakened an ancient bloodline, and her physical development was faster than that of other young True Dragons in the Dragon clan.

Her smoothly contoured body was beautiful and full, making her a quite attractive True Dragon in the eyes of True Dragons.

If in the eyes of other male Red Dragon, assuming a perfect score of one hundred, Klenaya would easily score a high ninety-five.

While it was difficult to match Kalon's score of at least one hundred and twenty, it was already considered quite outstanding.

"You are also my sister, Klenaya, we were born of the same parents,"

Kalon lowered his ferocious and magnificent head, bringing it close to Klenaya's Looks particularly elegant at this moment of head, and the breaths of the two Red Dragon almost collided.

"Damn it, there's no such concept among the Chromatic Dragons at all; no True Dragon would care about that,"

The enraged young female True Dragon Klenaya, at this moment, overturned the opinion she had just agreed with, demonstrating the unique double standard characteristic of a True Dragon; she pulled her head back and forcefully pushed against Kalon's chest, actually knocking the heavy and unprepared Kalon directly over.

Although it was partly due to Kalon's complete lack of defense against this female True Dragon, it also showed how much strength Klenaya, this Female Red Dragon, possessed when she was angry.

Thump,

Kalon's heavy body hit the flat Fortress square, and his hard head actually struck a few Spark on the spell-hardened ground.

"Are you sick, Kalon? Perhaps you've caught the same illness as those strange humans, or perhaps you like male True Dragons," the snarling Klenaya wrapped her limbs around Kalon's limbs, who was lying on the ground, pinning Kalon down and preventing him from getting up.

Klenaya brought her beautiful head close to Kalon's broad chin, and the hot breath she exhaled penetrated the energy armor, which hadn't sensed any malice and thus didn't block it, blowing across Kalon's jaw.

Snap, Kalon's thick, long tail, which he instinctively swung on the ground, was also tightly entwined by the female True Dragon's slender tail, preventing him from moving freely.

Kalon effortlessly pulled his right claw free from Klenaya's grip, opened his mouth, and revealed his stark white fangs, which had been meticulously cleaned by the attentive maids.

"Look, Klenaya," Kalon extended his right claw, pointing to the flowerbeds in front of the marble balusters carved with exquisite scrollwork, and said, "My garden will be filled with all kinds of flowers, and the knowledge I delve into is also diverse."

"My Kingdom also has unique residents, and even my True Dragon, I like to accept all kinds of different True Dragons."

Kalon's expression became exceptionally candid and shameless; he said, "My point is, in the future, I will have many, many companions, but my requirement for them is their loyalty, while I, however, cannot maintain this point. This is a manifestation of my inherent greed."

"But among the Chromatic Dragon, the word 'loyalty' hardly exists at all, do you understand what I mean?"

"So it's almost impossible for you to choose a formal companion," Klenaya reacted, and she sneered, "You, a fellow with a notoriously bad personality even among True Dragons, always like to fish, but what you're fishing for now isn't fish, but those who willingly take the bait!"

"But your personality also exudes an indescribable charm that makes me want to try," Klenaya opened her mouth and gently bit Kalon's broad jaw, her True Dragon's nimble tongue searching for an opportunity among his stark white fangs.

The slender True Dragon tail entwined around Kalon's thick, long tail also slid and coiled like a snake, rubbing tightly, and a soft Dragon Language sounded in Klenaya's throat, "And you are the King, this is your rightful power!"

Kalon pulled his True Dragon claw from under Klenaya's Dragon claw, gently pushed away the increasingly bold Klenaya, and tapped his head with his sharp Dragon claw, laughing softly, "Then you have to convince my perspective!"

"How am I supposed to convince you?" Klenaya's vertical pupils, shimmering with water, instantly flared with two points of Spark, her steel teeth clashing and grinding together, baring her fangs, clanking loudly.

"That depends on your ability," Kalon easily pushed away Klenaya's death embrace and stood up again, greeting the two True Dragons flying towards them.

Dos and Alina descended from the sky, landing on the square in front of the Giant Dragon King Fortress.

"I hope we haven't interrupted your private conversation," Alina stared with her large eyes, her gaze sweeping back and forth over the two Red Dragon, seemingly excited by certain things she had seen.

This is a characteristic shared by most female creatures, not to mention True Dragons, who always enjoy watching a good show.

Dos, on the other hand, nodded solemnly to the two Red Dragons.

Klenaya also nodded back to her companion, then held her head high and flew directly to her lair, flapping her wings.

Kalon naturally showed no discomfort; he led the two visiting True Dragons into the Fortress, then stopped and turned to ask, "Since both of you have come at the same time, there must be something important."

"Two things," Alina said concisely, the idea of streamlining work procedures and improving efficiency having been proposed by this intelligent True Dragon.

"First, the True Dragon's goal is to establish a formal civilization and a legitimate state system, so some laws and decrees have been jointly organized and revised by myself, Dos, and Naxonduring this period, forming a relatively complete legal code."

"This legal code needs to be agreed upon and signed by the monarch ruling the territory to take effect and be formally established and implemented within the territory."

Alina pulled out a thick scroll from her magic pouch and handed it to Kalon with both hands. The magic pouch was very popular among these Dragon Lord, as it meant these Dragon Lord no longer needed to swallow items into their stomachs or hide them in the crevices of their scales.

This beauty-loving Bronze Dragon even embroidered patterns of gold coins and gems on her magic pouch.

Kalon took the scroll, then lightly tapped it, and magic supported the scroll as it floated open, with several Mage Hand hovering in the air, holding up the unfurled scroll.

This legal code seemed long, but it was not complicated; it included a preamble and general principles, with the general principles further divided into several detailed articles.

The preamble to the law clearly established the supreme ruling position of the True Dragon, as well as the supreme legal authority of the law.

The several articles detailed in the general principles of the law included provisions such as the common rule of various races, legal justice, and territorial order.

As Kalon perused the legal code, he asked curiously, "Naxon? Is that the name of a Scholar? To be invited by you to jointly revise the law, he must clearly be a person of outstanding talent."

"That's the second matter," Alina replied proactively.

"After the annual communication, the True Dragons have a unified goal. We believe that with the future expansion of our dominion and better development of our existing territory, we need to absorb forces that can be united and accept new members into the Dragon clan."

Alina also began to view issues from the perspective of the True Dragon, which was a good thing; her beautiful face was calm, displaying a generous confidence that the uneducated Chromatic Dragon lacked in governing their territories.

"Naxon, a friendly True Dragon, a True Dragon of outstanding talent. He calls himself a Ocean Dragon. After our discussions and communications, Dos, Akzi, and I jointly recommend him to you as the head of the territorial law enforcement department."

Alina was seeking the opinion of the supreme monarch, and her eyes held a hope for recognition and affirmation.

"It's not suitable for Chromatic Dragons or our dependents to serve as law enforcement officers, and Alfred and I no longer have the energy to take on additional responsibilities."

Alina's words were not wrong. Kalon strongly agreed.

In the eyes of the Chromatic Dragons, crimes like theft and robbery were enough to warrant direct execution of the offender, because they involved others' treasures, which were untouchable sacred scales for the Chromatic Dragons.

Of course, even for minor offenses, in the eyes of the Chromatic Dragons, if they were offended, the offender should be directly executed.

As for Dragon clans dependents, without sufficient experience and training, they would only rigidly enforce laws and True Dragons commands, unable to undertake important responsibilities. In Alina's view, neither rule of law nor rule of man was particularly relevant to True Dragon dependents.

It also contradicted Kalon's moderate management of relative rule by man and relative rule by law.

Dos stepped forward, his tail, which was exceptionally broad compared to other Chromatic Dragon, swayed, yet he displayed an attitude completely inconsistent with the Chromatic Dragons.

"In fact, Alina was the one who persuaded that Ocean Dragon; we originally mistook that True Dragon for another Sea Dragon," Dos proactively gave credit to the Bronze Dragon.

"Although Naxon and I, and Akzi, have dealt with each other many times and had quite a few fights, forming some familiar friendships, Naxon has always feared the chaotic and crazy bloodline of the Chromatic Dragon. Even though he likes the beauty of the territory and yearns for its order, Akzi's and my invitations have never worked."

Dos looked at Alina with approving eyes; he truly experienced at this moment the convenience that the addition of the Order True Dragons brought to the Dragon clan.

"Lady Alina personally went, and we invited Naxon together. Naxon felt the bloodline on Lady Alina, and only then did he agree. In Naxon's view, if an orderly race like the Bronze Dragon can occupy an important position in the Dragon clan, it's clear that the True Dragon truly embraces order."

Alina stood with her chest unashamedly puffed out, accepting the Blue Dragon's praise; True Dragons would never be humble, these two words had never appeared in a True Dragon's dictionary.

"Well done, Alina, you truly are an excellent Dragon Lord. Your talent and insight surpass any female True Dragon I've ever seen. I expect your reward this year will be exceptionally generous."

Kalon, of course, would not be stingy with praise for the highly motivated Bronze Dragon; he not only gave out rewards but was also good at promising future benefits.

"As for the True Dragons you recommended, Naxon, has he arrived here?" Kalon asked gently.

Although Kalon's senses had long detected the True Dragon waiting outside, he needed to express his friendly attitude, so he proactively asked.

Whoosh,

A Ocean Dragon, whose appearance differed from other Dragons, stepped in from outside the great hall, winding its way forward under the gaze of several Dragons.

"Esteemed Monarch, noble True Dragon, I salute you, Sir Kalon," the Ocean Dragon Naxon, whose appearance was slightly peculiar compared to other Dragons, slightly lowered his head, showing his respect to Kalon.

This Dragons had no wings, and its body was covered in blue skin, somewhat resembling an Eastern Dragons, with a tail like a fanned-out braid, growing blue tail lobes.

Its head and some parts of its body also grew blue long lobes, similar to the spiny tissues of other Dragons, and near its spine, there was a membrane, like a fish's dorsal fin.

As a juvenile Dragons, Naxon's size was slightly smaller, only about twelve meters, at least in Kalon's eyes, his physique was a bit too slender.

However, the ocean was the Ocean Dragon's home ground, and Ocean Dragon Naxon was more suited to guarding the coastal territory than the Blue Dragon.

Kalon smiled, his finger lightly tapping the legal scroll in front of him, and he spoke, "The True Dragon welcome you, friend from afar."

"Dos, Akzi, and Alina jointly recommended you. I trust my companions, so you are now one of us. However, I'd like to know your thoughts on this legal code."

The slender Ocean Dragon Naxon confidently met Kalon's gaze and spoke, "Actually, at the beginning of the law's revision, the Blue Dragon and the Bronze Dragon had disagreements, and their respective views need not be stated by me; a wise monarch should have already discerned them."

"But through my long observation and contemplation, I believe that law is merely a tool for the Dragon clan to establish True Dragon rule, and a kingdom where, from True Dragon downwards, there is relative equality and coexistence."

"The law's efficacy does not bind the True Dragon, because the law exists for the Dragons. Therefore, I suggest that two parallel laws should be implemented, one of which should bind the Dragons, similar to the True Dragon's Covenant."

"The future Kingdom of True Dragons needs to be sufficiently stable, it needs stable order, and as the Dragon Kingdom expands, the kogmora Dragon clan will become increasingly prosperous; an unconstrained Dragon will become a disaster, and even a wise monarch cannot cast his gaze upon every single True Dragon."

"Therefore, even Dragon Lords with supreme power need to be constrained!" The Ocean Dragon's words were resounding.

Kalon smiled, not answering the Ocean Dragon's topic, but leaving his mark at the end of the legal scroll, agreeing to the law's validity.

Then he extended his five claws towards the Ocean Dragon, smiling gently, "Welcome to the Dragon clan, Naxon."

Naxon gently lowered his head, allowing the Red Dragon's sharp claws to cover his head, and in his ear, he heard the Red Dragon's deep, resonant Dragon Language.

"I appoint you, Naxon, from this moment forth, as the law enforcement officer of Golden City, possessing the power and responsibility to punish all illegal acts, and simultaneously bearing the responsibility of maintaining the safety and order of Golden Coast!"

"Your wish is my command, My King!" Naxon responded at this moment.
