A lot of times, Eugene hated not being born as a normal omega. A lot of times, he was relieved not being born as a normal omega.
While it made him hate his own identity, at one point, he was fine with living the way he was when he found out his daughter was sensitive to pheromones. At least, he knew he wouldn't accidentally make his daughter sick. Would he be able to be loved and fall in love with his alpha were he a normal omega? Perhaps not, and that was another reason to be grateful for his condition.

But in the end, he was still an omega. Rarely came out as it was, the omega inside of him still desired the scent of his alpha. Eugene had hated this feeling for a while, this kind of desire.
Couldn't he just love Arthur as normal? Must they be bound by what society constructed as a 'normal' alpha and omega relationship?
