Kakashi asked in the empty room after the meeting with security council was over, "So Jarvis what have you got?"
Jarvis said, "I have studied the reactions of everyone present in the meeting when you revealed the existence of Hydra. Through detailed analysis, I have confirmed your suspicion of Alexander Pierce being Hydra is correct and it seems Councilman Gideon Malick based on his reaction, is with a chance of 96.65 percent a Hydra operative too."
"The rest of them seem to be on the clear or have such a high control over their emotions and recations that I could not see any faults with their reactions."
"I see and what about Director Fury?" Kakashi asked. He wanted to be completely sure about the people he might need to work with or watch carefully in the future.
"The director seems to be non-Hydra too. His eye twitched just the right amount of what is normal for him when something shocking is revealed to him," Jarvis said.
'Well thank goodness I knew he was not Hydra but it is better safe than sorry. He would have made a terrible person to face if he was Hydra,' Kakashi thought.
He felt relieved that the director was still on their side, but he knew the situation was still very dangerous with Hydra members sitting at the highest levels of power.
Fury's experience and resources would be valuable in the coming fight.
"Now then that we have knowledge about two of supposed Hydra leaders in SHIELD. It is time to start phase 2," Kakashi mumbled.
He stood up from his chair and began thinking about the next steps. The plan was to pressure Hydra slowly, forcing them to make mistakes while the Avengers gathered more information and prepared stronger actions. He knew this would be a long battle, but he was ready for it.

Alexander Pierce looked at the blank screens with no faces, just code names on them. All of Hydra leaders were gathered in a virtual meeting.
The leaders appeared as silhouettes or simple identifiers to keep their identities hidden from each other in case of capture.
The atmosphere was tense after the recent attacks on their bases by the Avengers as well as Kakashi Hatake's reveal about their existence.
"So our existence is finally revealed," one of the code-named leaders said. His voice sounded calm but there was clear anger underneath.
"But why now? While we have gotten stronger, we are still not strong enough to fulfill our task?" Someone said frustratingly.
They had worked for decades in secret, building their power slowly, and now the Avengers were disrupting everything.
"More importantly all our plans are still being reconsidered after the formation of Avengers," another leader added.
The group had been replanning the plans after the team of enhanced individuals had changed the balance of power. They had not expected such a strong response so quickly.
"We need to find a way to deal with them. They would be the biggest obstacles to our plans. And they even have gotten more people with powers. How did they even find them?" one of the voices asked with clear worry.
"We have been trying to find these super powered individuals too for ages but... look where we have gotten," someone said with a sigh.
Pierce chose to speak. "Dr. Zola is preparing counter measures for the Avengers. It would not take long for him to create a perfect plan to deal with them." He sounded confident in their scientist's abilities. Pierce believed he would deliver results soon.
"We should use this time to gather our strength," someone said. The group agreed that they needed to be careful and build up their resources before making bigger moves.
Pierce nodded at that and added, "Prepare yourself for a long war against the Avengers and the world."
He then said to a specific screen, "Are the Inhumans under our control?"
"Yes," the person on that screen replied.
"They would be our main assets against Avengers. Make sure they are in top condition. Our cyborg soldiers and super soldiers would boost our numbers," Pierce continued.
He outlined how they would use different types of enhanced individuals to counter the Avengers' power.
The numbers would help them overwhelm the Avengers but they also knew that the numbers would mean little against someone like Kakashi Hatake. They all had seen his battle against the Chitauri in New York and they knew that if he was left untold, all of their cyborgs and super soldiers would not last more than ten minutes against him.
Pierce then turned to the other screen. "What about the residual energy of Tesseract you had? Do we have any results from it?" He asked the person on that screen.
"Two kids managed to awaken some sort of powers with the help of Tesseract's energy. And they have certain hate for Tony Stark so it would not take much compulsion to have them fight Avengers," the person seemed to be smug about it.
"What powers do they have?" someone asked.
"One is fast, very fast. Faster than the speed of sound if that is even possible. The other can project some kind of energy that is very powerful that she can use as a form of telekinesis as well as to fire them as energy blasts. She also can mind control others," the person replied.
No one could see the others but every leader could tell that there was a big grin of everyone of their faces.
"Gather all your assets and I would leave it on each of you to do what is must for Hydra. If one head falls another might rise so do not worry even if you die the rest of us will continue the mission," Pierce said.
"Hail Hydra," Pierce said.
And everyone else too said, "Hail Hydra."
