There are four tiers of juries in the organisation. Silver tier, Gold tier, Diamond tier and the Black tier. The composition of people in each tier is vastly different from each other.
The silver tier cardholders are the most in the organisation. There are around one hundred and fifty silver-tier juries; these are the newbies or those who have not completed their first mission, which is typically information collection or infiltration missions.
The Gold tier cardholders are those who have completed more than five Silver tier missions or have eliminated a considerably notorious power user. Their work was to protect the ordinary citizens from dangerous individuals and keep tabs on the power users who entered the country or city. There are about seventy gold card tier juries.
Then there are the Diamond tier juries, who are selected by the Black card holders and are a tier only entered by those who have eliminated a good amount of threats and are trusted by the people of the organisation. They handled big missions and are considered the backbone of the organisation. There are only twenty Diamond tier juries.
The Black Card Juries are very small in number and considerably rare; these are those who have 'earned' titles from the Power User's Society due to their actions.
Johan got his name 'The Vanquisher' not from other juries. Five years ago, when the power user's society was shaken by him, they named him as the Vanquisher. There have been only eight Black card tier juries in the history of the organisation. Currently only six are alive, with one, Vsevolod, being a retired Black card.
Within a few minutes, after Noah had started creating chaos at Brandenburg Gate, all the gold-tier juries and the diamond-tier juries had surrounded the place. They were not there to keep Noah at hold; they were there to rescue the people who were injured.
During the Black Card tier juries meeting, Johan had told the others that the police, fire department and ambulances will not come to rescue people out of the site where Noah will attack and that Noah will most likely attack a place where a lot of people would be gathered.
His predictions were spot on, even though the bystanders who were unharmed and had witnessed the scene kept calling the police and helpline numbers, but the police never came.
In the end, as Johan had already somewhat predicted, no one came to rescue. The juries of the two tiers rescued all the injured people and helped in the evacuation of the people who were busy filming the scene. They sent the injured to the hospital using their own vehicles, which were kept on standby near every tourist attraction and the parades that had a lot of people partaking in them.
The police didn't even come to seal off the place or help the injured. All of it was taken care of by the juries of death.
Noah didn't care about them; he just sat on the rubble. He didn't cause any more chaos. He was sitting on the top of the cut-down Brandenburg Bridge, staring at someone who was sitting about forty feet away from him.
The reason Noah didn't dare to create further chaos was because of that man's presence; that man was none other than Werner. The man whose name in the power user's society was
'The Executioner'.
Werner was ready to attack Noah the moment Noah tried to attack someone or even something. Werner was keeping Noah on hold until Johan came.
It was not long before The Vanquisher arrived; Noah suddenly stood up at his sight. He couldn't forget the suit at all; the colour and the helmet all reminded him of the day his family was killed. Noah was hot-tempered; he couldn't hold back his anger. He suddenly launched a large wind slash that could only be felt when hit by it.
The Executioner cut the wind slash apart, dissipating it. Noah was stunned, not because he had stopped it but because Werner had cut the wind with his bare hands, without any effort.
Even though that slash was not even equivalent to thirty per cent of Noah's full power, Noah still didn't expect the old man in front of him to blow it away effortlessly.
Noah was going to immediately attack. Johan, the moment he launched his first attack, didn't think that Werner would be that strong even though he was that old. But now, Noah realised that the executioner was also the real deal. He was indeed a hot-tempered power user that would burst out on anyone that would anger him.
But... his survival instincts were screaming to not attack when both of them were together. Noah had initially planned that he would take out The Vanquisher, the moment he saw him, by using his full power. But now, he was rethinking his entire plan while being on guard.
"Don't worry.... It will be only me who will fight you." 'Said Johan in his robotic voice.
Noah was surprised to see that Johan knew what he was thinking. But now that he was a bit eased up, he also calmed down his anger to a controllable level.
Noah had come only to fight to avenge his brother; that's what Johan and the others had thought. But they were surprised to see that Noah first wanted to talk about something; he wanted to talk to Johan about something. He said.
"Now... Don't get me wrong, but my primary reason to come here is to ask you about something." He then sat down again on the rubble; he then continued. "Five years ago... Why did you kill my entire family, and after lying dormant for five years, why...why did you come back for my brother?" Noah said this in a very calm and controlled tone.
Even Johan was surprised to see this behaviour, he thought to himself.
"If I had a brother who was killed that way, there is no way that even I would be able to control my anger while speaking of him to the person who killed and tortured him.... There...is...something wrong.... I am missing something important."
Noah continued.
"I heard from someone that you only killed those power users who had terrible criminal records or those who came to take the lives of you and your comrades."
After hearing this sentence, both Werner and Johan were in complete shock. No one, absolutely no one other than the black card members, knew the method by which Johan chose whom to hunt.
The main reason being that the information about the crimes committed by most power users was erased from existence with the help of the government. The only way the juries of death gained information about those crimes was with the help of many traitors in the power users' society; another way was that when the guilty power users were eliminated, all of their crimes resurfaced once again.
Both Werner and Johan thought of two possible reasons for how Noah could have got that information. The first reason was that he used his own deduction, which they thought was highly unlikely. The other reason was that there was a high possibility that there was a traitor within the black cards.
Noah couldn't see the reaction on Johan's face, but he was able to see the surprised look on Werner's face clearly.
But Noah made a big mistake; he also showed a bit of an expression of surprise on his face. Johan and Werner could then immediately tell from his subtle reaction that the first reason they thought about was definitely false.
Meaning there really was a traitor among the black card tier juries.
