Nick Fury turned to Qin Xiao, his voice tinged with exasperation.
"Relax, my friend. What trouble? Since we met, I've taken down drug lords, eliminated terrorists, not to mention Obadiah and Ivan Vanko. And now, I've completely dismantled the Red Room."
Qin Xiao spread his hands in genuine confusion.
"Every single thing I've done has made the world better and safer. And it didn't even require navigating complex politics, international disputes, or your direct command. You've been getting off easy, haven't you, Nick?"
"You're twisting the argument, Qin. You know what I mean. I formed the Avengers to step in when the world needs it, not to run around striking criminals and terrorists at will. Yes, it's more flexible and convenient, but it's causing unease among the international community and the public!"

"And it seems the people operating the lawnmowers have overlooked more than just the corners. They want to control all the weapons. What do they want to monitor? Every single person in the world? Like putting a gun to everyone's head? You understand what I'm saying, don't you?"
Nick Fury certainly understood what Qin Xiao was saying.
Project Insight, a plan proposed by Alexander Pierce and approved by the World Security Council, remained top secret for now and was in the final stages of preparation.
In fact, even his newly developed mobile base, the Skycarrier, was merely a derivative of this plan.

"Qin, I have a few final words for you. You now control all the resources and intelligence of the Red Room. To many, this isn't just a threat—it's a juicy prize. Once you leave S.H.I.E.L.D., be prepared for the covetous eyes and dirty hands that will come your way."
"I must also emphasize this: the world's order is built upon the stable governments of its nations. Flawed as they may be, they are the foundation upon which billions of lives depend. People might cheer for their heroes, but in the end, they trust the governments that can maintain long-term stability."
"You and Tony aren't Steve Rogers. Unless you possess his level of public trust, you'd be wise to consider my advice!"
With that, Nick Fury turned to leave, only to collide with Captain America, who was about to enter.
"Qin, I didn't mean to interrupt your conversation, but this disposable towel Yelena gave me—why is it sticky?!"
Nick Fury recoiled as if seeing a ghost, stumbling back and plopping down into his chair.
"Oh my God! What am I seeing? Qin, don't tell me that's Captain Steve Rogers. Motherfucker! Is my one good eye playing tricks on me?"
Nick Fury sat hunched in his chair, hands spread wide in disbelief, his eyes wide with shock.
Captain America looked equally surprised. "You know me? I am indeed Steve Rogers. Qin, is he your friend?"
Qin Xiao hadn't intended to introduce Nick Fury and Captain America so soon. Lately, Captain America had been spending every day in his room catching up on the decades he'd missed.
Even when he ventured out, it was only to a few designated areas.
Qin Xiao had specifically chosen this conference room, far from Captain America's usual haunts, for this meeting. Who could have predicted he'd come here?
