It began as a compliment.

A coalition of mid sized territories submitted a joint resolution through the exchange channels. Not a crisis alert. Not a mediation request.

A policy draft.

They proposed the establishment of a Global Transparency Accord.

Not controlled by the exchange.

Not owned by any territory.

But inspired by its methods.

Cassian read the opening paragraph twice before speaking.

"They want to codify documentation standards across borders," he said quietly.

Lucien's expression sharpened. "Codify."

"Yes," Cassian replied. "Formal adoption. Interregional ratification."

I took the slate and scanned the draft.

Standardized witness rotation minimums.

Immediate public log requirements for civilian harm.

Transparent dispute resolution indexing.

It was everything we had practiced.

Formalized.

The basin gathered slowly.

No urgency.

Only gravity.

A healer spoke first. "If this passes, documentation becomes law."
