"Furthermore," Shikaku continued, "while the Sand continues to send harassment squads into the Land of Rivers, their main body has pulled back into the Land of Wind. To strike them effectively, we would have to cross 200 kilometers of unfamiliar territory with poor intel. That distance would place an immense strain on our supply lines and communication."
Despite the Sand's reduction in force, the strategist remained conservative. A single mistake could incinerate the hard-won peace Konoha currently enjoyed.
"You're all too cautious," Tsunade sighed. "This war has dragged on for years. If we maintain the status quo, when will it ever end? The Sand is exhausted; we should give them the finishing blow."
"But if we launch that strike, the odds of success are 50/50 at best," Shikaku countered. He knew the Sand was tired, but so was Konoha. The village's war potential was being squeezed dry.
