Chapter 55: The Vultures of Bureaucracy
The triumphant cheers died in the throats of the Fairy Tail mages, replaced by a tense, simmering hostility. Natsu took a step forward, his fists already glowing, but Makarov's raised hand stopped him cold. The old master's face was a mask of calm as he looked at the man leading the Rune Knights.
This was an older, sterner man named Belrum, a high-ranking official known for his rigid adherence to Council doctrine. His face was a mask of cold disapproval.
"Makarov Dreyar," Belrum announced, his voice carrying an authoritative drone. "By order of the Magic Council, you and your guild are to answer for the complete destruction of the Phantom Lord guild and the unsanctioned engagement in inter-guild warfare. You are to come with us at once."
Makarov let out a short, humorless laugh. "Come with you? Belrum, your timing is impeccable. Where were you and your armored puppets three days ago when I filed a formal complaint about Phantom Lord's unprovoked aggression?"
Belrum's expression didn't flicker. "Your report was being processed according to standard Council procedures."
"Procedures?" Makarov shot back, his voice sharp with irony. "That's fascinating. Your 'procedures' move at a glacial pace when my children are being ambushed, but you all appear with the speed of a lightning lacrima the moment we fight back. Tell me, how did you learn of this so quickly? Did the destruction of an official guild hall finally set off an alarm your bureaucracy couldn't ignore?"
"The immense magical signature released from this location was detected by our long-range observatories," Belrum stated coldly. "An energy spike of that magnitude requires immediate investigation."
A dry, cynical thought echoed directly in Makarov's mind, courtesy of the small pink creature floating beside him.
"So you felt my spell, but you didn't see their guild impale ours with iron beams?" Makarov's voice dripped with contempt. "They were the ones who broke the law! They attacked my children, they destroyed our home, and they initiated hostilities! And now you show up, ignore the instigator, and target the victim for daring to fight back? What kind of twisted justice is that?"
"It is the law," Belrum said, his voice as cold and unyielding as stone."You chose to bypass the Council and enact vigilante justice. That has consequences."
Makarov let out a long, weary sigh. The playful old man was gone, replaced entirely by the unyielding Guild Master.
"Let me be perfectly clear, Belrum. When my children are threatened, I do not wait for a committee to approve my response. I reported Phantom's aggression to you as a courtesy. Your failure to act forced my hand. You did not protect them, so I did."
He planted his feet firmly in the rubble of his home, a king standing on the ruins of his castle.
"But let's consider those consequences, shall we?" Makarov continued, his voice taking on a sharp, political edge. "Go ahead. Try to sanction us. I will personally call a meeting of every Guild Master on the continent. I will tell them how Phantom Lord attacked us, how I reported it to the Council, and how you did nothing. I will ask them how they can possibly trust the Council's authority or protection when you so clearly abandoned one of your own. I wonder... whose side will they take? Yours, or the guild that was forced to defend itself?"
The threat hung in the air, far more potent than any threat of violence. It was a direct challenge to the Council's legitimacy. Belrum's cold facade finally cracked. He visibly flinched, realizing the political firestorm Makarov could unleash. A single guild's defiance was one thing; a continent-wide loss of faith in the Council was a catastrophe.
He stared at Makarov, then let his eyes drift over the faces of the Fairy Tail mates—tired, bruised, but united and ready to go to war for the man standing before them. He knew he had lost. He could not arrest Makarov without triggering a crisis that would shake the foundations of the magical world.
With a look of pure, impotent fury, Belrum gave a curt nod. "This matter is far from over, Makarov. You have made a powerful enemy of the Council today."
He turned on his heel, and the Rune Knights, as one, marched away, leaving Fairy Tail alone in their victory.
For a moment, there was silence. Then Natsu broke it with a loud, "YEAH! YOU TELL 'EM, GRAMPS!"
The guild erupted in cheers, their respect and love for their master soaring to new heights. He had faced down the entire Magic Council for them, and won.
As the cheering continued, Mew floated over to Lucy, who was still processing the intense confrontation.
Lucy looked at Makarov, who was now being hoisted onto Elfman's shoulders, and a genuine, heartfelt smile lit up her face. She truly was home.
