Chapter 18 - Chapter 18: Cadre’s Descent

Chapter 18: Cadre's Descent

The atmosphere in Kuoh Town had grown heavy with unspoken threats. What had begun as subtle maneuvers between factions was rapidly escalating into something far more dangerous. The Emperor felt the shift clearly — the careful web he had been weaving was now being pulled in multiple directions at once. Kokabiel's impatience was no longer a distant possibility; it was becoming an immediate reality.

The Emperor gathered the peerage in the Occult Research Club room early one evening. The golden light of the setting sun filtered through the windows, casting long shadows across the table where maps, intelligence reports, and strategic notes were spread out. He stood at the head, his presence alone commanding complete attention.

"Kokabiel is no longer content to work through agents," he announced, his voice calm yet carrying unmistakable weight. "Raynare's latest report confirms he is preparing a more direct intervention. He wants the remaining Excalibur fragments, and he intends to use them to ignite conflict between the three factions. We can expect stronger fallen angel forces to move on Kuoh within days."

Rias sat beside him, her crimson hair catching the light as she studied the map. "If Kokabiel appears personally, this will no longer be a skirmish. A Cadre-level fallen angel is on an entirely different scale."

Kiba's grip tightened on the edge of the table. "Durandal and the other holy swords will be at the center of this. If Kokabiel succeeds in using them to provoke war, everything we've built could be threatened."

Akeno leaned forward, her violet eyes serious but gleaming with restrained excitement. "Then we meet that scale with our own strength. I've been refining my lightning barriers specifically to counter large-area light attacks. I'm ready to stand at the front with you when the time comes."

The Emperor regarded her steadily. The slow, consistent progress in her loyalty had reached a meaningful stage. Akeno was no longer testing the waters — she was actively positioning herself as someone who wanted a deeper role in his plans.

"Your power will be essential," he replied. "But control remains more important than raw force. Show me you can wield your lightning with the same precision I demand from the entire peerage, and you will have the position you seek."

Akeno met his gaze without hesitation, a soft, determined smile forming. "I understand. I'll prove it when the moment arrives."

Asia spoke up gently, her hands clasped tightly. "I'll keep expanding my healing range. If Kokabiel brings many agents, many people could get hurt. I want to make sure I can support everyone."

Koneko nodded quietly, her golden eyes sharp. "I'll protect the team. Hit hard when needed."

Ravel Phenex, who had joined the meeting at the Emperor's invitation, shifted uncomfortably in her seat. Her visits had evolved from occasional to regular, and she now contributed actively to discussions.

"My clan is growing concerned," she said. "If a Cadre like Kokabiel openly attacks, the Phenex name and other noble houses will be forced to take sides. Some may see you — the one who defeated my brother so decisively — as a potential stabilizing force. Others will view you as a threat."

The Emperor nodded in acknowledgment. "Your political insight is becoming indispensable, Ravel. Continue providing it. When the situation demands, we may need your regenerative knowledge and your understanding of noble alliances."

Ravel blushed faintly but did not retreat. "I'm still only observing… for now."

Raynare delivered the most critical update. "Kokabiel has grown impatient. He plans to send a strike force led by one of his trusted subordinates within the next 48 hours. The target is the remaining Excalibur fragments currently held by the Church agents. He may even appear personally if the operation encounters strong resistance."

The Emperor's expression remained cold and calculating. "Then we prepare accordingly. We do not wait for them to strike first. We set the battlefield on our terms. Tomorrow we strengthen defenses around key locations. The day after, we create an ambush scenario that forces Kokabiel's forces to reveal their hand while we minimize exposure."

He addressed the entire group with quiet authority. "This is the true test. We do not rush into open war with a Cadre. We steal his momentum, disrupt his coordination, and turn his own aggression against him. Every fallen angel we neutralize is another thread added to our web."

The peerage responded with focused determination. Training that night was particularly intense. The Emperor sparred personally with Akeno again, pushing her to integrate her lightning with the team's movements more seamlessly. Their exchanges carried a new layer of intensity — Akeno fighting not just to win the spar, but to demonstrate her growing commitment.

After the session, as the others rested, Akeno approached him under the dimming sky.

"Issei-kun," she said softly, "I meant what I said earlier. I want to stand closer to you. Not just in battle, but in the vision you're building. I've spent so long guarding parts of myself… with you, I feel like I don't have to anymore."

The Emperor studied her for a long moment, letting the weight of her words settle. The Charm Theft had done its work steadily. "Then keep showing me, Akeno. Actions over time build the trust I require. When you consistently prove you belong at my side, I will claim that closeness fully."

Akeno's eyes shone with quiet resolve. "I won't make you wait forever."

Rias joined the Emperor later that night in his house. Their time together was deep and reinforcing, focused on strategy and the shared empire they were constructing. Rias spoke openly about her complete trust in his leadership.

"Even with Kokabiel approaching, I feel steady because you're guiding us," she murmured. "You've turned every threat into an opportunity. I'm proud to stand as your queen."

The Emperor's response was possessive and certain. "You are the foundation. The others are aligning. We will face the Cadre's shadow and steal from it."

The system updated as they rested:

**Main Quest: Facing the Cadre — Progress: 41%**

**Battle Preparations Advanced.**

**Current EXP: 2,980 / 3000 (Level 5 — on the verge of Level 6)**

The following night, Kokabiel's strike force made their move.

The Emperor had anticipated the timing. His team was positioned in ambush around the warehouse district where the Church agents were temporarily storing the secured Excalibur fragment. Raynare had fed just enough misleading information to draw the fallen angels into the prepared zone.

When the fallen angel forces arrived — stronger and more numerous than before — the Emperor gave the signal.

"Boost!"

The gauntlet flared as he led the charge with Rias. Crimson energy clashed violently with dark light spears. Kiba moved like a shadow, his demonic swords cutting through enemy ranks with growing precision against holy-tainted fallen angels. Akeno unleashed controlled lightning storms from elevated positions, disrupting coordination and forcing enemies into vulnerable spots. Asia provided healing support from a protected rear position, while Koneko smashed through anyone who broke through the front lines.

Xenovia and Irina, who had also been guarding the fragment, joined the fray when they realized the scale of the attack.

"These fallen angels are more organized!" Xenovia shouted, Durandal glowing with holy light as she cleaved through enemies.

Irina fought beside her, Excalibur Mimic shifting forms to adapt. "Issei! You're here again?!"

The Emperor's voice cut through the chaos. "Focus on the fallen angels! We handle this together for now!"

The battle was fierce and chaotic. The Emperor used short, powerful boosts to dismantle key enemy commanders while applying subtle Destiny Sever to weaken fallen angel coordination. Rias's Power of Destruction cleared groups efficiently. Akeno's lightning created devastating area control, and Kiba's swords proved particularly effective against the light-based attacks.

At one critical moment, a powerful fallen angel commander broke through and targeted Asia. Koneko intercepted with raw power, but the enemy was strong. Akeno reacted instantly, unleashing a precise lightning strike that saved Asia and created an opening for the Emperor to finish the commander with a boosted crimson blast.

The strike force was eventually repelled, though not without cost. Several fallen angels escaped, and Kokabiel would undoubtedly receive a full report.

As the dust settled, Xenovia approached the Emperor, Durandal still glowing faintly. "You intervened again. Your power is unnatural for a young reincarnated devil. What are you hiding?"

The Emperor met her gaze without flinching. "We protect this town. That is all you need to know for now. Kokabiel will not stop. The next move may force us all to choose sides more clearly."

Irina looked at him with a complex mix of nostalgia and concern. "Issei… whatever happened to you, please don't become something dangerous."

The Emperor's reply was cold and certain. "I became what was necessary."

After the Church agents withdrew, the peerage regrouped. The Emperor addressed them with quiet authority.

"Tonight we proved we can stand against stronger forces. But Kokabiel himself will come soon. We use the time we have left to solidify our bonds and prepare our defenses. The Cadre's shadow has descended — now we steal from it."

Akeno approached him privately afterward, her voice low. "I acted without hesitation tonight when Asia was in danger. I want you to see that I'm ready to stand closer."

The Emperor nodded once. "I saw. Continue proving it. The path is opening."

As the night ended, the system chimed:

**Main Quest: Facing the Cadre — Progress: 57%**

**Significant Combat Data Acquired.**

**Current EXP: 3,450 / 4000 (Level 5)**

The Emperor stood on the rooftop, Rias beside him, the town spread out below. Kokabiel's descent had begun. The holy blades, the fallen angels, and his growing empire were converging.

He smiled faintly into the darkness — cold, ambitious, and entirely prepared.

The Cadre's shadow had fallen.

And the Fate Thief Emperor was ready to claim the light within it.

**Chapter End Teaser**

Kokabiel would not tolerate another failure. His personal involvement was now almost inevitable. Xenovia and Irina's suspicion had deepened, but so had their reluctant reliance on the peerage. Akeno's loyalty was reaching a tipping point. Kiba's past with the Holy Swords was about to surface dramatically. Ravel's political insights hinted at larger alliances.

What would happen when the fallen angel Cadre decided to take the field himself? Would the Church agents fracture under the pressure or form a temporary alliance? And how much of his stolen power would the Emperor be forced to reveal when Kokabiel finally descended upon Kuoh?

The shadow had descended — and the real clash of fates was about to begin.
