In Shizuoka Prefecture, crime rates had suddenly spiked for reasons no one could yet explain.
A transformed Villain had begun rampaging through the streets, committing robberies and smashing buildings apart. By the time Mt. Lady and Kamui Woods arrived on the scene, the Villain had already grown into a grotesque, pink-skinned giant.
"I'll go first!"
Kamui Woods charged forward, his arms transforming into a mass of wooden branches that surged toward the Villain, attempting to bind him in place. But the Villain's strength far exceeded expectations—he tore through the bindings with brute force. Then, slamming his fist into the ground, he triggered a violent tremor that destabilized Kamui Woods, nearly knocking him off his feet.
Seizing the moment, the Villain rushed forward.
"Canyon Cannon!!"
Mt. Lady arrived just in time, her massive form delivering a powerful side kick. Normally, such an attack would end the fight instantly—but the Villain seemed to anticipate it. With a sneer, he twisted his body and dodged effortlessly, then retaliated with a brutal kick that struck Kamui Woods square in the abdomen.
Bang!
Kamui Woods grunted, barely holding his ground. His branches wrapped around the Villain's ankle, flinging him upward before he released a stream of adhesive sap. At the same time, Mt. Lady followed up with a heavy punch that landed solidly.
"Argh!!"
The Villain cried out, but his resilience was monstrous. He endured the blow and dove straight into a nearby shop.
"Damn it! Fight me head-on if you've got the guts!" Mt. Lady shouted in frustration.
This was exactly why she hated fighting in populated areas—once a Villain entered a building, her size became a liability.
"I'll go—"
Kamui Woods had just begun to move when a scream echoed from inside.
"Dad!!"
"Please… let go of my daughter…"
The Villain's mocking voice followed:
"Oh? Your daughter's pretty cute. But one hostage isn't enough. Come here—all three of you!"
"There are still civilians inside…"
Mt. Lady and Kamui Woods exchanged grim looks. The situation had instantly escalated. Against such a powerful opponent, adding hostages made direct action nearly impossible.
Before they could formulate a plan, the Villain burst out of the shop, clutching a family of three—father, mother, and daughter—in his grasp. Towering over the scene, he sneered at the surrounding Heroes.
"Come on, try me. Take one step forward, and I'll kill them."
Mt. Lady clenched her fists, furious but helpless. She didn't dare move.
The Villain laughed wildly. "So this is the level of Heroes in Shizuoka? Pathetic. Still… you made the right choice. At least these three get to live—for now."
Then—
A figure descended from the sky, silhouetted against the blazing sun.
BOOM!
With a single hand strike, the Villain's head snapped violently to the side, the sheer force knocking him unconscious mid-sentence.
"All Might?!"
The crowd erupted in shock.
Clad in his iconic golden costume, All Might stood there—though his expression was strained, urgency written across his face. Without even pausing, he crouched and launched himself skyward again.
"Sorry, I'm in a hurry! See you!"
He vanished almost instantly.
Today, he was supposed to supervise the first-year students' training—but for reasons unknown, crime had surged across the region. For hours, he had been rushing from one incident to another, his transformation time rapidly dwindling.
"There's another Villain causing trouble on the next street!!" someone shouted below.
"What?! I'm on my way!"
All Might changed direction mid-air without hesitation.
"Agh… damn it… my time limit's almost up…" he muttered, coughing up blood.
Since passing on One For All to Izuku Midoriya, his body had continued to weaken. His already limited transformation time had shrunk even further.
And yet, as a Hero, he couldn't stop.
As for supervising the students… he could only apologize in advance.
Meanwhile, Shina Etsuha and the others had already arrived near the USJ facility.
From the outside, USJ resembled a massive dome—its sheer scale impressive, though its purpose wasn't immediately obvious. But once they stepped inside, the true nature of the facility revealed itself.
Flood zones. Fire hazards. Mountain terrains. Storm simulations. Collapsed buildings.
An entire world of disasters, recreated under one roof.
"Whoa… This is insane. You can really feel U.A.'s budget here,"
Denki Kaminari exclaimed.
A Hero dressed in a space suit stepped forward.
"This is a training facility designed to simulate all kinds of disasters and accidents. Its name is the Unforeseen Simulation Joint—or USJ for short."
This was Thirteen, the Hero whose quirk resembled a black hole.
"Thirteen, where's All Might? Wasn't he supposed to meet us here?"
Shota Aizawa asked as he stepped forward.
Thirteen scratched the back of her head awkwardly.
"Um… it seems he overexerted himself on the way here and has reached his limit. He's currently resting in the lounge."
"…What?"
Aizawa froze, caught completely off guard.
