At the center of the road, Li Xuan directly took out a large truck from his space and placed it firmly across the path. The sudden appearance of such a massive vehicle shocked nearby survivors, making many step back instinctively.
Some ordinary people looked confused, unable to understand what had just happened before their eyes. A few people, however, immediately realized what it was and their expressions turned complicated.
"Space ability…" one man muttered under his breath, his eyes filled with envy and greed. "If only I had awakened something like that."
There were nearly three hundred people gathered across the road, forming a chaotic but tense crowd. Some stood on rooftops, some climbed over vehicles, while others pushed their way through to get a better view.
People kept arriving in small numbers, drawn by curiosity, fear, or hope. Some came to watch what would happen, while others came with the intention of joining.
Men, women, teenagers, middle-aged, elderly, and even children were present, all staring at the same figure. The crowd was a mix of survivors from Peace Convoy, Tiger Gang remnants, and the other two convoys.
Li Xuan climbed to the top of the large truck slowly, his movements calm and steady. Standing at the highest point, he looked down at the crowd, his gaze sweeping across every face.
From his position, he could see fear, curiosity, greed, and hesitation all mixed together. No one truly understood what kind of person he was, and that uncertainty itself created pressure.
He waited silently for another fifteen minutes, allowing more people to gather while observing the situation carefully.
Below, whispers spread like wind among the crowd.
"What do you think he will do?" someone asked nervously.
"Take control… or kill more people?" another replied quietly.
"No one wipes out Tiger Gang for nothing," a third person added, his voice heavy with caution.
Seeing that no more people were coming, Li Xuan took out a speaker and raised it slowly. The moment the sound echoed, the crowd instinctively fell silent.
"Everyone… be quiet," his voice came through clearly, firm and commanding.
The noise gradually died down until only silence remained, all eyes focused on him.
"You can all call me Boss," Li Xuan began, his tone calm but carrying authority. "From today onward, I am forming a group called NEW ORDER."
The words echoed across the road, making people exchange glances.
"New Order?" someone whispered, confused but intrigued.
"This represents a new world," Li Xuan continued slowly. "New power, new civilization, new currency, new people, and new rules."
His voice grew heavier as he spoke about the state of the world.
"Our Earth has become a hellhole for unknown reasons… invasion, world fusion, or something else," he said, pausing briefly.
"We lost our homes… our people… everything," he added, his eyes scanning the crowd.
"It has been more than one month," he continued, his voice steady. "And we are still running like animals without direction."
"Many people died… ghosts, mutated beasts, and even humans killing each other," he said coldly.
The crowd lowered their heads as those words hit deeply.
"Do you know where we are going?" Li Xuan asked suddenly.
No one answered.
"Do you know if there is a safe place?" he asked again.
Still, silence.
"We don't know anything," he said firmly. "We are just surviving day by day without purpose."
"Our enemies are those ghosts, those mutated beasts, and those who turned this world into hell," he added.
"And yet… humans are killing, robbing, and exploiting each other."
"Today… Tiger Gang was wiped out," he said plainly.
The crowd stirred, fear spreading instantly.
"They crossed the line," he added coldly.
"I will establish NEW ORDER," Li Xuan declared. "A place where we survive together under rules."
"Those who commit crimes like forcing others, stealing, killing innocents… have no place here," he said firmly.
"But those who have not done such things… are welcome."
Li Xuan paused for a moment, letting his gaze sweep across the crowd slowly before continuing. His voice turned colder and more serious as he began explaining the rules in detail, making sure every single word was heard clearly.
"Before joining, there will be rules and regulations. I will repeat them only once… so listen carefully and remember them well," he said, his tone firm and unquestionable.
Some people unconsciously straightened their posture, while others held their breath, afraid to miss even a single word.
"Rule 1," Li Xuan said calmly, "those who do not obey the rules will be punished accordingly. The punishment can range from a simple fine, to labor work, to expulsion… and even execution if necessary."
A wave of silence passed through the crowd, and someone whispered nervously, "Execution…?"
"Rule 2," he continued without pause, "no one is allowed to steal anything from others, no rape, no killing innocent people, no forcing others to do things against their will, and no illegal actions such as setting traps or using others as cannon fodder."
A few people lowered their heads, clearly understanding the implication behind those words.
"Rule 3: These rules apply to everyone equally," Li Xuan said. "Whether you are a sequencer or an ordinary person… the rules are the same for all."
A sequencer in the crowd frowned slightly but said nothing.
"Rule 4: This group does not care about your past identity," he said firmly. "Whether you were an influential person, a government official, military personnel, CEO, or businessman… from now on, everyone—including me—has only one identity."
"Survivor"
"Rule 5: Everyone will be divided into ranks based on talent, ability, and contribution to the group," he explained. "Special privileges and benefits will be given accordingly, but no one is allowed to use their rank to bully others."
"Rule 6: We do not keep idlers," he said bluntly. "Anyone who thinks they can eat and drink without doing any work is not welcome here."
He paused briefly before adding, "Except for infants under the age of 12 and those who are medically unable to work. Those people will be provided food by me personally."
"Rule 7: Twenty-five percent of all supplies collected must be handed over if you are an ordinary person," he continued. "For sequencers or those with abilities, only fifteen percent is required."
"This is because you are able to scavenge safely under the protection of this group. Otherwise… you would be the one facing danger alone."
"Rule 8: No one has any obligation to help others," he said coldly. "Everyone is risking their life to survive. If you want to live… you must take responsibility for yourself."
"Rule 9: Saints and moral blackmailers will not be tolerated," he added sharply. "Anyone who tries to force others using morality will be expelled."
A few people exchanged uncomfortable looks.
"Rule 10: You can collect extra resources such as food, water, electronics, plastic, metal, or any useful materials and exchange them for contribution points," he said. "These points can later be used to trade items directly from me."
"Rule 11: During rest periods, we will organize trade sessions," he continued. "You may trade among yourselves or with me, but everything must be fair. Overpricing and cheating will not be allowed."
"Rule 12: Many positions will be opened—guards, scavengers, chefs, tailors, doctors, and more," he said. "They will receive salary in contribution points."
He added, "Certain professions like guards and combat roles will also receive food directly, but only if they have the required skills."
"Rule 13: If you have personal grievances and believe you are not at fault, you may report it," he explained. "A trial will be conducted, and the guilty party will be punished accordingly."
"Rule 14: New members must report their presence," he said. "Only authorized individuals will be allowed to stay."
"Rule 15: Everyone must submit their personal data—name, age, gender, skills, and whether they are an ordinary person or a sequencer."
"Rule 16: Anyone who awakens an ability must report it," Li Xuan said, his gaze turning sharp. "If you do not wish others to know, you may report directly to me."
"Failure to report will result in expulsion."
"Rule 17: Those without skills can learn from today," he continued. "Relevant individuals will act as teachers, charging one contribution point."
He added, "However, everyone is allowed to choose one training for free for 5 days."
"Rule 18: Loans are available," he said. "You may borrow up to twenty contribution points."
"If repaid within 15 days, interest is 5 percent. Within one month, 10 percent. Beyond one month, you will work for the group with a 25 percent interest penalty."
Some people looked surprised at how structured the system was.
"Rule 19: Any important information—about crimes, threats, ghosts, creatures, or supply points—will be rewarded," he said.
"But if you provide false information… you will be punished accordingly."
"Rule 20: Privilege points can be earned through meritorious actions," he explained. "Fighting enemies, capturing criminals, or providing valuable information."
"These points can be used to obtain weapons… including firearms, with usage restrictions."
"Rule 21: All weapons must be reported," he said firmly. "Cold weapons, firearms, artifacts, or any special items."
"They will not be confiscated, but can only be used under proper authorization for defense—not for indiscriminate killing."
"Rule 22: No one is allowed to exploit loopholes within the rules," he added.
"Rule 23: Always stay with the group and remain cautious," he said.
"Rule 24: Absolute obedience," his tone turned heavy. "This world has changed. Unknown dangers may appear at any time."
"When I give an order… you follow it without question."
The pressure in his voice made several people instinctively nod.
"Rule 25: Your safety comes first," he said. "If your life is threatened and you cannot subdue the attacker, you are allowed to kill."
"But it will be judged later. If it was self-defense, punishment will be light. If you misuse this rule… you will be executed."
"Rule 26: Certain information will only be shared with members," he continued. "No information is to be leaked to outsiders or non members."
"Any violation will have consequences."
"Rule 27: Rules must be followed… no matter what."
"Rule 28: Orphans under 16 will be taken care of by me," he said.
"Those who work will receive salary every ten days, those who don't can just live under my protection as long as you have not violated the rules you will be under my protection"
"Rule 29: Those who perform well and show potential—regardless of being ordinary—will be prioritized for awakening opportunities if sequence crystals are found."

"This is not a suggestion," he said calmly.
