The Fleet Above and Below

The air and ground fleet specifications were Mara's domain and she approached them the way she approached everything: with total precision and a complete absence of sentimentality about the existing limits of what was possible.

He had given her the Black Technology Market's transportation catalogue — the full tier 2 and tier 3 listings, which he had unlocked with the Overlord rank and which contained, in their combined scope, approximately two centuries of aerospace and ground vehicle advancement that did not yet exist in the world but which would, beginning with his fleet, begin to.

She spent four days with the catalogue before she came back to him.

She came back on the fifth morning with a tablet full of annotated specifications and the specific, contained energy of a person who has spent four days looking at things they have wanted to build their entire career and is now being told they can.

'The private jets first,' she said. 'Six hundred total — five per country, one hundred and twenty countries. I want to use the atmospheric craft frame from the Tier 2 catalogue as the base structure, integrated with the micro-void engine for primary propulsion. This combination gives us something that does not currently exist: an aircraft with unlimited range, zero fuel requirement, and a propulsion system with no heat signature.'

'The survivability specification,' he said.

'I've designed a hull integration using the diamond-composite exterior material from the palace specification,' she said. 'Same principle — carbon-lattice with diamond's hardness. The hull withstands: direct missile strike up to the current generation's maximum yield, electromagnetic pulse including the experimental directed variants that exist in current military research, sine wave and radio frequency attack across all currently known bands, and radiation exposure including nuclear fallout at ground-zero proximity.' She paused. 'The last one required a specific shielding layer from the Tier 3 catalogue — a quantum-lattice radiation barrier. I've added it to the spec.'

'Cost per aircraft.'

'Variable by configuration,' she said. 'I'm averaging one point five trillion per aircraft for the full specification. Six hundred aircraft total: nine hundred trillion dollars.' She set the tablet down. 'Which is less than one percent of the daily replenishment on your Skill Point vault, for context. I checked.'

He looked at her.

'I've been doing the mathematics,' she said. 'Since the day you told me about the source. I wanted to understand the scale I was working with.' She was direct about this, which he respected. 'I understand it now. It helps with the specifications.'

'Does it change anything?' he said.

She thought about this. 'It changes the calibration point,' she said. 'When the limit is cost, you build to the cost. When the limit is only the physics, you build to the physics.' A pause. 'I've been building to cost my entire career. I'm adjusting.'

'Take your time with the adjustment,' he said. 'It's not a small shift.'

'I'm already adjusted,' she said, and the tone was the tone of someone who had made the adjustment in four days with a Black Technology catalogue and a quiet office and had emerged on the other side of it with fourteen specifications ready to build.

The helicopter programme: two hundred aircraft per country, twenty-four thousand total, built to the same survivability specification as the jets with modifications appropriate to their operational profile.

The micro-void engine scaled down to helicopter dimensions produced a craft with zero acoustic signature — a helicopter that made no sound — and a performance envelope that exceeded every current military rotorcraft specification in every category simultaneously.

Cost: ten quadrillion dollars for the full programme.

The ground fleet: one hundred reinforced SUVs per country, twelve thousand total. The specification here was where the Black Technology integration was most dramatic.

The Tier 3 catalogue contained a nanotech chassis integration from the year 2520 that enabled an SUV-class vehicle to achieve complete optical and electromagnetic invisibility — not stealth coating, not radar absorption, but genuine absence from the visible and detectable spectrum, achievable on demand, maintained indefinitely.

The vehicle's offensive capability was drawn from a system that Mara had spent an entire day on and described to him as: 'everything, in a very small package.

' Weapons systems, countermeasures, communications capability — all operating on an artificial intelligence architecture from a catalogue entry dated Year 2521, which the System had classified as 500 centuries ahead of current functional AI.

The AI architecture — he had spent considerable time reviewing this entry personally — was the most significant single item in the fleet specifications. It was not simply a more capable version of existing AI.

It was categorically different in the way that language was different from morse code: a completely different relationship between the machine and the concept of intelligence.

It understood intent, context, consequence, and the difference between a correct decision and an optimal one. It would not execute an order it assessed as producing outcomes contrary to its principal's stated purpose.

It was, in the System's catalogue description, what intelligence looked like when it had been given five hundred centuries to work out what it was for.

He had reviewed this description carefully and then reviewed it again.

He thought about the Iron Throne Society faction — military supremacists — and the assessment the System had provided: their weapons had locked up when directed at him.

He thought about the Void Collective's continuous scan and the Shadow Syndicate's monitoring unit and the Trident Covenant's emergency council meeting.

He thought about the fourteen pages of global structural investment and the health trust and the water corps and the people who would staff them and the question of whether those people would be safe doing their work in a world that contained entities willing to apply significant pressure to prevent the work.

He thought: the AI architecture is not a weapon. It is a guardian.

He confirmed the specification.

Cost for the full ground fleet: fifty quadrillion dollars.
