Atlanta City Hall – Mayor's Office

Mayor Evelyn Carter stood by the window, hands lightly clasped behind her back as she overlooked the city.

Marcus Hale entered without knocking.

"You said it was urgent," she said calmly, not turning.

"It is."

She turned then, composed as ever.

"That usually means bad news."

Marcus met her gaze, steady.

"We have a homicide. Daniel Rourke."

A brief pause.

"I know the name."

"You should," Marcus replied. "He worked for you."

Her expression didn't change but something sharpened behind her eyes.

"What aren't you telling me?"

Marcus stepped closer, posture straight, voice controlled.

"He sent messages before his death. Suggesting something could damage your administration."

Mayor Carter moved behind her desk, considering.

"And you believe that?"

"I believe he thought it was true."

She watched him carefully.

"And you?"

Marcus didn't hesitate.

"I don't deal in belief. I deal in evidence."

A faint, approving smile crossed her face.

"That's why I trust you, Agent Hale."

Marcus folded his hands behind his back.

"There's something else."

"Go on."

"Someone contacted me last night," he said. "They mentioned the Riverside Project."

For the first time, her composure shifted barely.

"That project is sealed."

"Then someone is trying to unseal it," Marcus replied.

Silence lingered between them.

Finally

"Find out who," she said.

Marcus nodded once.

"I will."

GBI Headquarters – Late Morning

The board was already full.

Photos. Timelines. Names.

Will Trent stood in front of it, studying the pattern. Faith Mitchell leaned against the table, arms crossed.

Marcus entered, taking it in with one glance.

"You look like you didn't sleep," Faith said.

"I didn't," Marcus replied.

Will didn't turn.

"Good. We found something."

Marcus stepped closer.

"Talk to me."

Will tapped a file pinned to the board.

"Daniel Rourke wasn't just a staffer."

Faith pushed off the table.

"He was fired. Eight months ago."

Marcus frowned slightly.

"For what?"

"Internal conflict," Faith said. "Nothing public."

Marcus processed it quickly.

"So he had a reason to hold a grudge."

Will finally turned.

"Not just him."

He pulled a photo free and handed it over.

Marcus looked at it.

Aaron Vance.

Recognition came immediately.

"Former employee," Marcus said. "Filed a complaint against the Mayor's office."

Faith nodded.

"Wrongful termination. Case went nowhere."

Marcus's tone stayed even.

"Where is he?"

Will answered.

"We found an address. Old office building. Abandoned."

Marcus handed the photo back.

"Then we don't wait."

Faith grabbed her jacket.

"Now you're talking."

Abandoned Office Building – Night

The building was quiet.

Too quiet.

Marcus entered first, weapon lowered but ready. Will and Faith moved behind him, covering angles without a word.

A faint sound echoed from deeper inside.

Marcus followed it.

They found him in what used to be a conference room.

Aaron Vance.

Disheveled. Exhausted. Standing in the dim light like he hadn't slept in days.

"You're not supposed to be here," Vance muttered.

Marcus didn't raise his weapon.

"Neither are you."

Vance laughed under his breath.

"You don't get it."

Marcus took a step forward.

"Then explain it to me."

"They ruined my life," Vance snapped. "All of them."

Marcus's voice stayed calm.

"Who did?"

"The Mayor's office!" Vance shouted.

Faith exchanged a look with Will.

Marcus didn't react.

"Daniel Rourke wasn't the Mayor."

"He worked for her!"

"That doesn't make him responsible," Marcus said evenly.

Vance's hands trembled.

"He knew things."

Will spoke quietly.

"What things?"

Vance hesitated.

And in that moment

Marcus saw it.

Not certainty.

Doubt.

Marcus stepped closer.

"He didn't know anything," he said.

Vance's breathing faltered.

"I thought he did"

Faith shook her head.

"So you killed him over a guess?"

Silence.

Then Vance sank into a chair, defeated.

"They took everything from me."

Marcus looked at him, steady and unflinching.

"And you took a life."

Distant sirens grew louder.

Will lowered his weapon.

Faith exhaled slowly.

It was over.

GBI Headquarters – Evening

Amanda Wagner stood in her office as Marcus entered.

She didn't look surprised.

"Former employee with a grudge," she said.

Marcus nodded.

"Misplaced anger. Wrong target."

Amanda studied him.

"And the Mayor?"

A brief pause.

Then

"She's clean," Marcus said. "On this."

Amanda's expression shifted slightly.

"That almost sounds like a warning."

Marcus met her eyes.

"It's a statement."

Amanda nodded once.

"Good work."

Marcus turned toward the door.

"And Marcus?"

He stopped.

"You're going to be very busy."

Marcus allowed the faintest hint of a smile.

"I already am."

Atlanta City Hall – Night

Marcus stood alone in the hallway outside the Mayor's office.

The building was quiet now.

Controlled.

Stable.

For now.

His phone buzzed.

Unknown number.

Marcus looked at it for a moment

then answered.

"Hale."

The voice on the other end was calm.

"You closed the wrong case."

Marcus's expression didn't change.

"The killer is in custody."

A quiet chuckle.

"That wasn't the point."

Marcus's grip tightened slightly.

"Then what is?"

A pause.

Then

"The Riverside Project isn't buried."

The line went dead.

Marcus lowered the phone slowly.

Behind him, the doors to City Hall stood silent.

But for the first time

They didn't feel secure.

They felt like the beginning of something much bigger.
