Upon awakening in the Naruto World, Qiu Xia began his arrangements. His first act was to toss out all the spies who had been monitoring the Land of Demons. Then, he expanded the barrier of the Land of Demons. The neighboring Land of Snow, Land of Mountains, and Land of Bears were all enveloped by the barrier. Even portions of the Land of Wind and the Land of Earth were incorporated.
As for the people originally living in those nations, Qiu Xia began brainwashing them once they were within the barrier. Naturally, his targets were the rulers and the ninjas; he didn't care much about brainwashing the commoners.
After expanding the territory and settling the new residents, Qiu Xia arranged the people and islands he had brought from the One Piece World. Fish-Man Island and the Giant Kingdom were placed near the sea. The Skypieans were situated high in the sky above the ocean. Since Qiu Xia hadn't brought the giant elephant, Zunisha, the Mink Tribe was moved directly into the new territory of the Land of Demons.
In addition to settling their lands, Qiu Xia also spoke with the high-ranking members of each race, letting them know they had arrived in a new world. Most were indifferent, but two races stood out.
One was the Mink Tribe; their leaders, the Cat and Dog, were quite unhappy. The Fish-Men, however, were overjoyed. Although they were no longer in the One Piece World, they still had the sky and sunlight, and more importantly, no one was hunting themat least not under the protection of the Land of Demons.
The expansion of the Land of Demons' territory greatly displeased the Daimyo of the Land of Wind and the Land of Earth. they wanted to enter the borders to negotiate and reprimand the expansion, but they found it impossible to step inside. Even after deploying ninjas from the two Hidden Villages, they were powerless against the barrier of the Land of Demons.
Returning from the One Piece World to the Naruto World, Qiu Xia had brought various races and expanded his territory. During his time resting in the Land of Demons, he rounded up a large number of rogue ninjas and regular shinobi from across the land and scattered them into the One Piece World. To ensure these ninjas didn't harm the civilians there, he dumped them directly into the New World.
Since Qiu Xia had taken things from the One Piece World, it was only natural to give something back. Even if Qiu Xia chose to be a deadbeat, the Heavenly Dao of the One Piece World had no way to deal with him, but Qiu Xia wasn't that kind of person; he preferred a fair trade.
Beyond leaving ninjas behind, he also collected orphans from across the One Piece World to teach them Taoist Arts and martial arts. Simultaneously, he refined the three types of Haki, making it much easier for them to cultivate those powers.
Over the following years, Qiu Xia frequented the One Piece World to gather and train orphans. In the Naruto World, he continued to dump rogue ninjas and those who were dissatisfied with their lives into the One Piece World.
This circulation between the two worlds allowed Qiu Xia to obtain a significant amount of Origin Power. If it weren't for the fact that his layout in the One Piece World wasn't yet complete, he likely would have entered seclusion long ago to add that Origin Power to his cultivation technique.
When there was only half a year left until Naruto's graduation and seven or eight months before Luffy set out to sea, Qiu Xia saw that the time was right. He began consuming Origin Power to upgrade his cultivation technique.
As Qiu Xia's technique leveled up, starlight once again descended upon the Shinobi World. Under the illumination of this starlight, the plants grew taller and the animals became much stronger;
