Chapter 21 - Chapter 20:Underneath The Surface

Opundi City had many faces.

The loud one—markets, boats, traders shouting across the river.

The polished one—council halls, guarded compounds, quiet power.

And then…

There was the hidden one.

The one that watched.

Listened.

And waited.

The Current's Base – Midday

Sunlight spilled through the cracks in the wooden walls, casting long, shifting patterns across the floor.

The building no longer felt abandoned.

It felt… alive.

Not because it was repaired.

But because it had purpose.

Voices moved through it now.

Plans.

Arguments.

Ideas.

At the center of it all stood Preye.

She leaned over the table, studying a rough map sketched by Nimi—lines marking river routes, trade paths, and key areas of influence within Opundi City.

"This," Nimi said, tapping a section near the docks, "is where most unofficial goods pass through."

Timi raised a hand immediately.

"Define 'unofficial.'"

Boma didn't look up.

"It means nobody asks questions."

Timi nodded.

"…I like that definition."

Preye traced a finger along the map, and who controls it?

Boma and Nimi exchanged a glance.

Then Boma answered.

"Different groups."

"That's not helpful," Preye said.

Nimi smirked slightly.

"It's accurate."

She pointed at different parts of the map.

"Dockside gangs."

"Independent smugglers."

"Council-backed merchants pretending to be legitimate."

Her finger paused at one marked section, and this…

Her voice dropped slightly,

"…belongs to someone else."

Preye looked up.

"Who?"

Nimi hesitated.

Then said the name carefully.

"Madam Ado."

A Name with Weight

Even Timi went quiet.

"…That sounds serious," he muttered.

Boma leaned back slightly.

"She doesn't fight for territory."

Preye raised an eyebrow.

"Then how does she control it?"

Nimi's smile was thin.

She owns people,

Silence followed,

Heavy,

Preye's expression didn't change.

But something in her eyes sharpened.

"Explain."

Nimi folded her arms.

"Debt."

"Favors."

"Secrets."

She shrugged slightly, everyone owes her something.

Timi scratched his head.

"So she's like… a businesswoman?"

Boma snorted.

"She's what happens when business has no rules."

Preye leaned back slightly.

Thinking.

Processing.

"This city runs on control," she said slowly.

Kuro, standing near the wall, nodded once, Yes.

Preye tapped the table lightly.

"Then we don't fight for territory."

Timi pointed at her.

"Good, because that sounds stressful."

Preye ignored him.

"We position ourselves between it."

Nimi's eyes narrowed slightly.

"…You want to become a necessity?."

Preye smiled.

"Exactly."

A knock came at the door.

Everyone froze.

Timi whispered,

…We don't have a door policy yet.

Kuro moved first.

Silently.

Carefully.

He opened the door slightly.

A young man stood outside.

Tall.

Lean.

With sharp eyes that seemed to take in everything at once.

He raised his hands slightly.

"I'm not here to cause trouble."

Timi leaned over.

"That's what people who cause trouble usually say."

The man ignored him.

"I'm looking for the Stormborne."

Preye stepped forward.

"You found her."

The man studied her carefully.

Longer than most would dare.

Then he nodded once.

"Good."

He stepped inside without waiting for permission.

Kuro's hand tightened slightly on his spear.

But Preye didn't stop him.

"Name?" she asked.

The man glanced around the room.

Assessing.

Calculating.

Then answered,

"Sotonye."

Sotonye didn't sit.

Didn't relax.

He stood like someone used to moving quickly.

"I hear you're building something."

Preye crossed her arms.

"You hear a lot."

He smirked slightly.

"That's my job."

Nimi's eyes sharpened,

"…Another information broker?"

Sotonye glanced at her.

"Not exactly."

He looked back at Preye.

"I don't collect information."

"I move it."

Timi blinked,

"…Isn't that the same thing?"

Sotonye shook his head.

"No."

His voice lowered slightly,

"I decide who gets to know what… and when."

The room went quiet.

Because that—, that was dangerous.

Preye smiled faintly.

"I see why you're here."

Sotonye nodded.

"You're disrupting the city."

He paused.

"I want in."

Boma frowned,

"Why?"

Sotonye didn't hesitate.

"Because you're not playing by the old rules."

He glanced at the others.

"And because the old rules are breaking."

Preye tilted her head slightly.

"And you want to profit from that."

Sotonye's smile returned.

"Of course."

Preye walked closer to him.

Close enough to test his reaction.

He didn't move.

Didn't flinch.

Good.

"What do you offer?" she asked.

Sotonye met her gaze.

"Access."

"To people you can't reach."

"To information others can't get."

"To opportunities you don't even know exist yet."

A pause.

Then, and to your enemies… before they become a problem."

Nimi watched him carefully,

"…You're ambitious."

Sotonye shrugged.

"I'm practical."

Preye studied him for a moment longer.

Then stepped back.

"You're in."

Timi blinked,

…That was fast.

Preye smirked,

I like useful people.

Sotonye inclined his head slightly, you won't regret it."

Timi muttered—

"That's exactly what I'm worried about."

Elsewhere – Madam Ado

Deep within the richer district of Opundi City stood a compound unlike the others.

Elegant.

Quiet.

Guarded.

Inside, Madam Ado sat in a wide chair, her fingers adorned with rings that caught the light.

She looked relaxed.

But her eyes were sharp.

Always calculating.

A servant knelt before her.

"There is a new group forming," he said carefully.

Madam Ado did not react immediately.

"Name?"

"The Current."

That got her attention.

She leaned forward slightly.

"And their leader?"

The servant hesitated.

"…Stormborne."

Silence followed.

Then—

Madam Ado smiled.

Slow.

Interested.

"…So the storm has found a direction."

She leaned back again.

"Bring me information."

Her voice dropped slightly.

"Everything."

Back at the Base ,

The room felt different now,

Fuller,

Sharper,

Alive with possibility,

Preye stood at the center again,

"Alright."

Her voice cut through the noise.

"We move carefully."

She looked at Boma,

Start mapping safe routes,

At Nimi—

"Find out what people owe Madam Ado,"

At Sotonye—

"Tell me what I don't know yet."

Sotonye smiled slightly.

"That's a long list."

Preye smirked.

"Start with the dangerous parts."

Timi raised his hand again.

"And me?"

Preye looked at him.

"You talk."

Timi nodded proudly.

"I was born for this."

As the others began discussing plans, Kuro stepped closer to Preye.

"You are growing quickly," he said quietly.

Preye didn't look at him.

"I don't have a choice."

Kuro nodded.

"That is what makes it dangerous."

She finally glanced at him.

"And exciting."

Outside – The City Watches, from rooftops, from alleys, from shadows.

Eyes followed movement.

Tracked patterns.

Connected dots.

The name Stormborne had become more than a rumor.

It was becoming a force.

And now—

It had structure.

Back Inside

Preye stood still for a moment.

Listening to the voices.

Watching the movement.

Feeling the shift.

This wasn't survival anymore.

This was something else.

Something bigger.

She clenched her fist slightly.

A faint spark of lightning flickered again.

Not wild.

Not loud.

But steady.

Controlled.

Growing.

Because the storm had found direction.

And now…

It was beginning to move beneath the surface.

Where it was hardest to stop.

And impossible to predict.
