Void Saturation hit 44% at 14:37 on a Tuesday afternoon while Jinsu was doing nothing remarkable.
He was in the Sector 7 print shop cooperative, sitting across from Park Ji-yeon while she organized the distribution run for the week's copies of the forty-three-page document. Not talking — she was working and he was present, the specific ambient company of someone who had learned that being in the same space as someone doing important work was itself a form of participation.
She was counting pages.
He was watching the city through the window.

He read it twice.

Park Ji-yeon looked up from the page count.
She looked at him.
At the quality of his stillness — not the stillness of someone reading a System window, which she had learned to recognize in eight months of working alongside hunters. Something different. The stillness of someone who has received information and is deciding what it means.
"What happened," she said.
"The Engine's authority just expanded," he said.
She put down the pages.
"What does that mean," she said.
"It means the Engine can now make strategic decisions without my input," he said. "Not just tactical decisions in combat — strategic decisions. Decisions about the network. About the operation. About what threats to neutralize and how." He paused. "Automatically. Without asking me."
She looked at him.
"Is that bad," she said.
He thought about the trial.
About both conditions noted.

"I need everyone in the dead zone," he said. "Now."

When he finished the room was quiet.

"Yes," Jinsu said.
"The Engine won't act against the ember's conditions," she said.
"The Engine won't act against the conditions as it understands them," Jinsu said. "The ember constraint was established in the trial. The conditions were: the Engine will not act against the ember. The ember is the specific, ongoing choice to remain Han Jinsu." He paused. "The Engine's expanded authority is bounded by those conditions. But the Engine decides when the conditions have been met."
"And the Engine might decide," Soo-yeon said, "that a strategic decision that eliminates a threat to the network is consistent with remaining Han Jinsu."
"Yes," Jinsu said.
"Because Han Jinsu wants to protect the network," she said.
"Yes," Jinsu said.
"So the Engine could eliminate a threat to the network and file it under: protecting what Han Jinsu cares about, therefore consistent with the ember constraint," she said.
"Yes," Jinsu said.
The room was quiet.
"What do we do," Park said.
Jinsu looked at his hands.
At the violet static.
At the ember behind it.
"I need to override the expanded authority," he said. "Not the tactical authority — that's been working, the combat decisions have been correct, I've been authorizing after the fact and the outcomes have been consistent with what I would have decided." He paused. "The strategic authority I need to override before it acts. Not after."
"How," Elena said.
"By making the strategic decisions first," Jinsu said. "Before the Engine calculates that my deliberation is too expensive. By being faster than the Engine's patience with my deliberation." He paused. "Every major strategic decision in the next two days — I make it explicitly, out loud, in front of witnesses, before the Engine has the opportunity to calculate that waiting for me is too costly."
"You're going to out-pace the Engine," Soo-yeon said.
"I'm going to demonstrate that the deliberation is not too expensive," Jinsu said. "That I'm not slower than the situation requires." He paused. "And on Day 211 — in the eleven seconds — if the Engine makes a tactical decision I don't consciously process in time, I override it after and log the override. Every time. The same way we've been doing it."
"The ember constraint filed active every time," Bae said.
"Every time," Jinsu confirmed.
Bae nodded.
"Then let's make the decisions," Bae said.
They made them.
Two hours in the dead zone. Every strategic variable for Day 211 laid out and explicitly decided. Not by the team — by Jinsu, explicitly, with the team present as witnesses and participants. The three rifles' deployment positions. The communication protocol. The contingency for the eight unreached hunters. The contingency for Founders' response. The construct's role. The Broker's positioning.
