Unless it was suppressed by a higher level or a higher base stat. Against a level 41 Arcanine, Mega Lucario's victory would be much more difficult.

In other words, a level 36 Lucario, after Mega Evolution, was at least comparable to a level 41 Arcanine, and possibly even stronger.
