Chapter 11 - Chapter 10 : political structure

Next day came quickly .

Maximillian made a new resolution for this morning that was to abandon his laziness that

he carried from his previous life

This kind of laziness might suit his previous world where there was internet and plenty of entertainment source but not this world

Here there is no internet and no entertainment source so best way to pass time is either sleep which Maximillian had really gotten bored of or to immerse yourself in work

Maximillian mind chose the second option but his body chose the first one

Again he woke up at noon after repeated reminders from his maid .

' sigh , this body truly doesn't listen to me '

He then turned towards mary and asked in lazy tone

" Whg did you not wake me up in morning? "

" Your highness I repeatedly tried to wake you up but each attempt of mine was met with your excuses of sleeping for five more minutes" she said with a tired expression

Maximillian didn't respond.

Soon after, he made his way to the dining hall and had breakfast or lunch with his family, just as he always did. Nothing unusual happened .

Later that afternoon, a large clock was brought into his room on his orders.

Not an ordinary one—but a massive mechanical piece, with visible gears and a constant, loud *tick… tick… tick…* echoing through the room.

It was latest clock model available in this new world.

Most nobles own it but only as a decoration and would never keep such a thing in their chambers. The noise alone was enough to be considered unpleasant.

But Maximillian had requested it personally.

Relying entirely on a maid to manage his time felt… inefficient suddenly to him , only with this things constantly irritating him could he discipline himself.

In his previous life, perhaps such things didn't matter. Convenience existed everywhere. Laziness had no consequence.

But here—

That kind of life felt meaningless.

Maybe this clock might taught him the meaning of time....

'Knock. Knock.'

Mary serving fresh juice to Maximillian at that time rushed to open the door

Upon opening it was revealed to be count ivan

He was right on time.

" May i come in your highness? "

"Come in," Maximillian said.

The door opened, and Count Ivan stepped inside, dressed neatly as before, his usual gentle smile resting on his face.

" Thank you , maid mary for opening the door for me " he said with a smile on face to Mary and then turned towards Maximillian .

"Your Highness, your humble tutor is here" he greeted with a slight bow.

Maximillian nodded.

"Sir Count."

Ivan took the same seat as the previous day, settling himself comfortably.

"I trust Your Highness is in good health today?"

"I am."

"Excellent."

A brief pause followed before Ivan leaned slightly forward.

"Then… what would Your Highness like to learn in your first class ?"

Maximillian first gave a sign for mary to go outside and then without hesitation said .

"The spiritual path."

Ivan's smile deepened ever so slightly.

"A fine choice."

He folded his hands calmly.

"The spiritual path… is the process of cultivating spiritual energy within oneself."

His tone was smooth, almost like a storyteller.

"Every human possesses **seven circles** within their body. However, not all of them are open so unawakened circles become useless ."

Maximillian listened silently.

"The number of circles that awaken determines one's talent," Ivan continued. "This is decided at birth. It cannot be changed."

Maximillian's eyes narrowed slightly.

"So talent is absolute and cannot be changed ?"

"As far as we know," Ivan replied calmly. "Yes otherwise I would have already changed my own ." he gave a faint wise smile with it .

He continued without pause.

"Awakening can be performed by a higher realm master at a young age— atmost around seven years old. Though in rare cases, it may occur naturally… such cases are unpredictable and often delayed."

Maximillian spoke again.

"And are their any realms?"

Ivan nodded, as if expecting the question.

"There are four major realms within the spiritual path asfar as discovered till now "

He raised a finger slightly.

"Body and Mind Purification—where one strengthens their body and make it suitable for life energy devolpment "

"Then come Life Energy Development —where one begins to sense and cultivate spiritual energy from environment ."

" Third stage is Mind and Consciousness—where awareness expands beyond the ordinary and people awaken their respective domain ."

"And finally—Realisation and Liberation where one rises beyond comprehension."

His voice softened slightly at the last one.

"A realm few ever have reached in history."

Maximillian remained silent for a moment before speaking again.

"If talent is fixed… then those born with fewer circles are simply unable to cultivate?"

Ivan smiled gently.

"Well most mortals or peasants are born without any open circle , the most minimum to sense spiritual energy is to awaken root circle but those with root circle only can't cultivate and only those who have two circle even though half awakened can cultivate ."

His gaze remained steady.

"Though it alone do not always define one's final position in the world."

Maximillian caught that.

"Meaning?"

Ivan leaned back slightly.

"Spiritual strength is important… but it is not the only form of power out there ."

A pause.

" such as aether which church forces practice , blessing or authority that world favoured one's recieve and there are many more as it's a huge world our there ."

Maximillian's eyes shifted slightly.

"Then why are ordinary or peasants unaware of all this ?"

Ivan nodded.

"To them, such things are myths. Legends."

"And why is that?"

"To avoid chaos," Ivan replied simply.

"If every peasant got to know such power exist and most of them can't weild it then… society would collapse into disorder."

The ticking of the clock echoed faintly between them.

Maximillian spoke again.

"Then tell me… how is power structured within the Empire?"

Ivan's expression remained unchanged.

"Ah… now we are going into politics , no more questions about supernatural things ."

" Yes because whatever you have told me till now has already broaden my view of world and i believe I am not ready for more for now " Maximillian said

" Ah a wise decision indeed , i respect it "

He adjusted his posture slightly.

" So let me tell you about major political structure of our empire ... "

"After the passing of Emperor Gaius the Conqueror of Lorrenz Dynasty , your ancestor , the Empire faced instability. The next Emperor was young… and much of his rule fell under regency."

"And so," he continued, "the Imperial Parliament was formed by then reagent to avoid previous rulers mistake and to ease the burden on future emperors ."

Maximillian listened intently.

"It consists of four major factions now ."

"The Holy Church."

"The Nobles."

"The Central Trade Association."

"And the Common People Party ."

Each word was spoken clearly.

"They exist to mantain balance and order in the empire ," Ivan said.

"And the Emperor, what does he do then?"

"The Emperor stands as the head of this structure," Ivan replied. "Holding the greatest authority—and the most votes."

"But not absolute control like you might imagine ."

Maximillian's gaze sharpened slightly.

" And can the parliament hold more power than the emperor? " Maximillian asked

Ivan then give a small hidden smile and said

"Indeed."

"The parliament may overrule the Emperor… if enough votes are gathered."

"but the Emperor may dissolve the parliament… but only with sufficient evidence and support."

"So his authority is… limited."

"Yes," Ivan said calmly.

"But it is also… convenient."

Maximillian didn't respond immediately.

Ivan observed Maximillian for a second and then continued .

" Don't worry your highness , i am part of the noble faction in parliament and i guarantee that as long as I have influence in it , parliament would entirely remain under the emperor and even under you when you become the emperor"

Silence followed.

Maximillian showed a small smile and said

" Thank you for your assurance of loyalty, Sir Count or i should say Sir tutor "

Only the ticking of the clock filled the room again .

Then—

The door burst open.

"Mill!"

A small figure rushed inside.

Blonde hair, a blue hat slightly tilted, and a bright blue dress swaying as she ran straight toward him.

"Your Highness—!" Mary's voice followed from behind. "Please, young lady serahphine—His Highness has not permitted—!"

She didn't listen.

Maximillian had just stood up—

—and the next moment, she leapt at him.

"—!"

Both of them fell to the ground.

Ivan immediately rose from his seat.

"Your Highness—"

The girl only upon falling on Maximillian realised that someone else was here .

now realizing the situation.

Her face flushed instantly and a smirk tear built up in her eyes .

She quickly stood up, straightened her dress, and gave a proper, graceful bow.

"…My apologies , S-Sir "

Then, without another word, she quietly stepped behind now stood up Maximillian—hiding there.

Mary finally reached them, slightly out of breath.

"I'm terribly sorry, Your Highness—"

Maximillian remained stood up and then turned back and began to comfort her .

Count ivan just remained standing up in the background and then said

" I think I shall give you both some time , sorry for this your highness "

Maximillian gave a small nod and shifted his attention again to his friend serahphine who as always had barged into his room

Perhaps this experience might serve her well .

But still his first class was ruined
