Of course, they weren't *actually* sending Isaac to find a Divinity. If he truly found one, Isaac couldn't even guarantee he'd hand it over to the Empire...
So, the Empire's intention was likely just to dispatch him to the Endless Sea in the Empire's name. There was probably some deeper meaning to it, but Isaac's knowledge of the Endless Sea was too limited at the moment to accurately judge their true objective.
However, two things were certain. First, the Empire didn't want Isaac to seize a Divinity for them, as they claimed—at least, they didn't want it ending up in his hands. Second, they weren't just trying to get him out of the way so they could do something else.
After all, at this stage, nothing was more important than pioneering the Endless Sea!

As Isaac was speculating about the Empire's motives, a monstrous wave began to swirl rapidly above his castle. Then, a Water Tornado slowly condensed and reached down toward the ground.
