Tier One Mages were a perfect fit. Isaac could not only solve their problems with ease, but they were also cheap. They hadn't yet developed the typical arrogance of a Mage, making them excellent workhorses.
Furthermore, if these Tier One Mages advanced to Tier Two under Isaac's guidance, their loyalty would undoubtedly be far greater than that of directly recruited Tier Two Mages.
But he couldn't recruit only Tier One Mages. After all, they were somewhat weak. Arcanists were a bit better off. Before becoming Official Wizards, they went through an apprentice stage where they mastered numerous spells. While these spells were generally mediocre in power, their applications were quite broad.
Legendary Mages, on the other hand, were a lost cause. They mastered very few spells and had to rely almost entirely on their Talent Spell for damage output. If their Talent Spell was a support type, they were even more useless.
