Chapter 12 - First Motion

A soft, automated voice floated through the corridors:

''Attention all participants. Your estimated time ran out. Please come to the meeting room and scan your ID cards''

I slowly opened my eyes.

I pushed myself up and began to walk.

...

I arrived at the meeting room. I walked down the same corridor an sat on the seat. And scanned my card afterwards.

''518 is here''

I leaned back and looked at the woman. The woman was talking to someone with her back turned. I cant hear a word except for hum voice of hers.

''220 is here.''

I glanced at 220. And swallowed hard.

''220... we are in trouble.''

220 glanced at me slowly with a focused expression

''What?'' She answered with no panic.

''They figured out.''

A pause.

''We entered a restricted area.''

Her gaze sharpened.

''...Impossible.''

''I heard it.''

That got her attention. A short silence. Then--

''Explain.'' Her tone was cold.

''I was leaving the cafeteria.'' I said. ''I heard the woman talking to two higher ups.''

220 didn't interrupt.

''They mentioned us. Said we might have taken something.''

So they were alredy watching us.

220 exhaled slowly.

''That's not possible.''

''What do you mean?''

''Nevermind.''

Flat and cut.

''They'll call us in probably,'' I said. ''Questioning.''

''We need to control what we say.''

This time--

She nodded.

''...Agreed.''

A brief pause.

''Then we stay calm.''

I leaned back and waited for woman to start the meeting.

...

''We will begin with motions.''

The screen lit up.

''Are there any mo--''

...

''MOTION!!''

The voice cut through the room.

Then--

hands shot up.

Not one or ten.

Hunderts. At the same time.

For a moment, no one moved.

Then the room shifted.

Everyone wanted control--at the same time.

The woman didn't rush.

Her gaze moved across the room. Slow and deliberate.

Like she was filtering.

''...254.''

A brief silence. Then-- 

a tall figure stood up. 

He looked calm.

Too calm.

''My motion is--''

A brief pause.

''The impact of injustice on the psychological health of society.'

Murmurs spread across the room.

It sounded solid.

The woman didn't react immediately.

Then--

Bang.

''Rejected.''

A pause.

''Too broad. No actionable framework.''

He sat down slowly. Accepted it.

''So...''

She spoke again. Slow and delighted.

''Ar--''

''MOTION!!''

Her gaze wandered around the room again.

A brief pause.

''...074.''

A tall figure stood up. She was smiling with excitement.

''I propose reform in the current education structure within the country.''

A few heads turned.

''Learning should not be forced. It should be adaptive, interest-based, and socially integrated.''

A short silence.

Bang

''Rejected.''

Her smile faded almost immediately. She accepted it and sat down.

''No measurable outcome. No resource definition.''

She waited for a moment. Everyone waiting for the woman say something.

And--

''A-''

''MOTION!!''

She wandered around the room again.

A brief pause.

''...1000.''

He stood up confidently. 

''I propose.''

He paused for a second.

''Increasing food distrubution efficiency across the country.''

That got attention.

''By reallocating unused supply chains, we can reduce waste and improve access.''

A longer pause this time.

Bang.

''Rejected...'' She said. ''But close one. Keep it up like this.''

The woman tilted her head slightly.

''Incomplete logistics. No risk assessment.''

He took it as a compliment.

''Guys we can do it. Lets keep it up!''

Almost half the audience applauded him and praised him for his behavior.

She paused again.

Everyone ready.

And--

...

She sighted.

''10 failed motions alredy. We can't keep it up like this. The closest one is member 1000 and 369. I am going to pick one last motion.''

She said slowly. I looked at 220. Her eyes were half closed. Doesn't caring at all.

''So--''

She said with a sharp tone.

''...'''

''MOTION!''

I turned my gaze at 220 

''--!''

I am suprised. She was half sleeping... yet listening all the conversations we had?

The woman wandered around her gaze one last time.

''...220.''

''Public health preparedness during cross-regional migration.''

She said with a straight tone. 

Almost everyone turned at her.

That was a good  one.

She sat down and waited for the woman's comment.

Bang. Bang bang bang.

''Finally. One pass.''

The room went silent.

And--

Everyone praised her.

Applause were everywhere.

The woman added the motion on the screen.

''Only Refugee and migration role can speak. 220 starts first.''She stopped for a moment. And spoke.

''Ehem...Firstly, Cross regional migration requires public health preparedness. Different regions may face different health challenges. When migration is inevitable, We must ensure access to vaccination, and treatment. preventive healthcare protects both migrants and host communities.''

She sat down. And afterwards, a participant stood up. It was 369. Again.

''Absolutely, I agree. In fact, ensuring acces alone is not enough; awareness and educational programs are also essential. If both migrants and local communities have accurate health information, potential outbreaks and health issues can be minimized.''

A hand slammed against the table. It was 093.

''Point of information. How do you propose handling regions where healthcare infrastructure is already weak? I am asking this for participant 220 and 369.''

220 stood up and spoke firmly.

''Thank you for your question. Our country recognizes the chellange. In regions with weak healthcare infrastructure, we prioritize deploying mobile clinics, coorinating with local authorities, and requesting international aid to ensure vaccines and treatments reach every community.''

...

About 10 minutes have passed. And the women finally spoke.

''Your time ran out. Would you like to extend the meeting or suspend it?''

''Motion to suspend the meeting.'' 220 said.

''Meeting suspended. Resolution paper writers. Hand your paper after the meeting.''

What a meeting. Really. 220, 369, 093 was so good.

Everyone strated to stand up. And--

''I did not finished.'' Woman said with angry tone.

''Participant 518 and 220. Come to the questioning room located at lobby floor after the meeting.''

My heart skipped a beat. I looked at 220.

''Here we go.'' She said with a serious tone.

Whole room stared at us as we did something wrong.

I swallowed hard.

''Meeting ended. You may disperse to your rooms.''

Everyone started to fill out quickly. Still stealing glances at woman and 220.

here we go.

This will determine the fate of us.

Election? or detention? No one knows what happens next.
