The deployment of the RF scanners changed the dynamic of the Outer Harbour overnight.

It wasn't loud. No gunfire. No sirens. But the moment those twenty green dots lit up on the tactical map, the entire safehouse exhaled.

For months we'd been blind. The Imperial Shadows moved through our streets like smoke and we only found out after the fact. After a burned safehouse. After a dead courier. After Vivian almost got taken in Taipa.

Now we could see.

We didn't give the devices to every street-level enforcer. That would've been sloppy. Too many variables. Too many chances for one of them to get careless, drop it, get caught with it.

We distributed them to the patrol captains—twenty men who had proven their discipline during the siege of the parlor. Chen. Rao. Malik. Old soldiers. Men who didn't ask questions and didn't break under pressure.
