Chapter 29 - The Steps

The courthouse loomed against the night like a concrete shadow.

Snow clung to the wide stone steps, melting slowly under the glow of yellow streetlights. A few late cars passed by, unaware of the quiet tension building in the air.

Keene parked across the street, engine running low.

"Vale moves tonight," he said, eyes scanning the entrance. "Echo doesn't send warnings unless something's about to break."

Naomi stepped out beside him, coat pulled tight.

The binder rested under her arm now — heavier than before, like the city itself pressed into paper.

"What's Vale's angle here?" she asked.

"Control," Keene replied. "If Hollow's system touches court schedules, witnesses, judges… whoever holds that info holds the future."

Naomi's stomach tightened.

She climbed the first few steps slowly, boots crunching through thin layers of ice.

The courthouse doors were locked, but the building still felt alive — cameras blinking red, security lights humming softly.

Halfway up the steps, she froze.

A black envelope lay on the stone.

No footprints around it.

No one nearby.

Keene moved closer, cautious.

"You expecting mail?" he asked.

Naomi shook her head.

She crouched slowly, picking up the envelope.

No name.

No mark.

Just a single word written across the front in thin, sharp handwriting:

Echo.

Across the street, Vale watched from inside his SUV.

His eyes narrowed as Naomi lifted the envelope.

"So the ghost finally shows itself," he murmured.

One of his men leaned forward. "You want us moving?"

Vale shook his head.

"Not yet," he said. "Let's see what message they left."

Naomi opened the envelope carefully.

Inside sat a photograph.

Hollow… standing beside someone whose face had been scratched out completely.

Her breath caught.

On the back of the photo, handwritten words read:

"You weren't the only one listening when he built Phase Three."

Keene leaned closer, eyes sharp.

"That's proof Echo was inside Hollow's circle," he said quietly.

Naomi's phone buzzed again.

Echo:

You needed to see that before Vale did.

Her fingers moved fast.

Naomi: Why meet here?

The reply came instantly.

Because this is where Phase Three ends.

Naomi looked up at the towering courthouse doors.

A cold realization settled over her.

"Hollow planned to control this place," she whispered. "Not attack it. Own it."

Keene nodded.

"And Vale wants to step into that space."

Footsteps echoed from the far side of the steps.

Calder emerged from the shadows, hands raised slightly.

"Before you pull anything," he said calmly, "I'm not here for Vale."

Naomi's eyes narrowed. "Then why are you here?"

He glanced at the envelope in her hand.

"Because Echo contacted me too," he admitted.

Keene's posture tightened. "And you didn't think to mention that earlier?"

Calder shrugged lightly. "Ghosts don't like crowds."

Snow drifted between them, thick and quiet.

For a moment, all three stood still — waiting.

A figure moved across the street.

Not Vale.

Someone else.

A woman stepped into the light near the courthouse gate, hood pulled low, posture steady.

Naomi's breath caught.

The stranger didn't approach.

Didn't speak.

She simply placed something small on the lowest step — a flash drive — and turned away.

Gone before anyone could follow.

Naomi stared after her.

"Echo?" she whispered.

Keene picked up the drive carefully, examining it.

"No plates, no cameras caught her face," he said quietly. "She knew exactly where to stand."

Calder watched the empty sidewalk, jaw tight.

"She's been planning this longer than any of us," he murmured.

Vale's SUV door opened slowly across the street.

He stepped out, coat brushing against the snow as he climbed the first step toward them.

"Well," he said smoothly, "looks like the ghosts finally came out to play."

Naomi's grip tightened around the envelope.

Keene shifted slightly closer to her.

The courthouse lights flickered overhead.

And Naomi realized something deeper than fear:

Echo wasn't hiding anymore.

Echo was moving pieces in front of everyone.
