Chapter 150 - Chapter 150 Danzo's True Scheme

The Suna-Konoha pact was a non-aggression treaty… an alliance in name only, with no mutual defense obligations.

While Sunagakure could theoretically intervene in Konoha's war against the Iwa-Kusa coalition, doing so would be foolish.

The warring sides would either pause to let Sunagakure exhaust itself, or worse, unite to crush the opportunistic third party. No one would willingly let an outsider claim the spoils of their bloody struggle.

However, if one side formally invited Sunagakure's intervention, the situation changed entirely. That invitation was the key.

Without Konoha's official request, Sunagakure couldn't legitimately enter the war and claim its rewards. This was precisely why Danzo's offer seemed too good to be true.

"Alright," Ryuji said, leaning forward slightly. "What is it you want?"

Danzo's lone eye gleamed. "We require Sunagakure to construct a second Floating Continent for Konoha, following the war's conclusion."

He raised a hand to forestall Ryuji's immediate objection. "Konoha will bear all material and labor costs, of course. Furthermore, we will pay Suna a commission equivalent to the highest-tier S-Rank mission, extended for the project's full duration. Consider the reparations from Iwa and Kusa merely the initial retainer."

Ryuji's mind raced through the calculations. The war reparations alone would be astronomical… enough to fund half of his Mechanical City's construction. The ongoing S-Rank commission, representing a long-term, village-level commitment, would dwarf Sunagakure's normal income for decades.

Even after subtracting costs, the profit margin was staggering. In his previous world, national megaprojects rarely yielded such returns.

But the sheer scale of the offer was its own warning. "You speak of committing your village's resources for years," Ryuji countered. "Can a Root's leader truly authorize such a thing? This seems a matter for your Hokage."

A faint, cold smile touched Danzo's lips. "If you agree to the terms, I will secure the Hokage's approval. The benefits for Konoha, like ending a costly war and gaining a strategic asset, are undeniable."

The potential gains were intoxicating. With such funds, his research would know no bounds. He could accelerate the Mechanical City's completion tenfold, create an entire battalion of elite constructs like Gin, and secure Sunagakure's dominance for a generation. The troublesome 'study delegation' affair would also vanish, resolved by this grander alliance.

Yet the dangers were equally immense. Granting Konoha a flying fortress, even a lesser version of his own, would fundamentally alter the balance of power.

In a world where flight was a rare ability, a mobile aerial stronghold was an insurmountable advantage. Even with a matching asset, Sunagakure would lose its unique strategic edge.

More importantly, Ryuji knew it was technically impossible. The Mechanical City's flight relied on two irreplaceable components: the immense, concentrated Chakra of the Dragon Vein, and the foundational stability granted by the Philosopher's Stone of Gold Transmutation.

Without them, he could not replicate the feat on a similar scale for Konoha.

After a long moment of silence, Ryuji shook his head. "My thanks for the generous offer, Danzo-dono. But I must decline."

"No further consideration?" Danzo's voice remained calm.

"My answer is final."

"…A pity." Danzo did not seem surprised. "Then let us discuss a simpler alternative. A formal, long-term military alliance between our villages to decisively win this war. The spoils remain entirely with Sunagakure."

Ryuji stared, waiting for the other shoe to drop. When Danzo said nothing more, Ryuji's expression hardened. "Are you mocking me?"

"Not at all."

"Then please leave."

Danzo took a slow sip of tea, unmoving. "I bring your village the keys to a fortune. Is this how you treat a bearer of good news?"

"Do you believe in pie from the sky, Danzo-dono?"

"I do. While most are traps, genuine fortune does sometimes fall into one's lap."

"I do not share that belief."

"Have you never found a coin upon the street?"

"I have never had a stranger hand me a purse. When they try, it is always a prelude to a swindle."

"You believe this is a swindle, then?"

"Is it not transparent?"

Danzo chuckled, a dry, rasping sound. "A fair suspicion. But my motives are more personal. This scheme benefits me directly."

Now Ryuji was intrigued. "Explain."

"Gladly." Danzo set his cup down with a soft click. "I hold a position of power, yet I dwell in the shadows. The people do not know my name, only my function. My strength rivals the Hokage's. My service to Konoha is no less than his. Yet in glory and authority, we are as far apart as the earth and sky."

His single eye fixed on Ryuji with unsettling intensity. "I wish to be the Fourth Hokage."

Ryuji kept his face impassive. "And how does giving my village a fortune achieve that?"

"What I say next, you may find difficult to believe, but it is true." Danzo leaned forward slightly. "The war appears deadlocked, but Konoha's victory is already assured. Kusagakure is on the verge of collapse."

He outlined the reasoning: Kusagakure's military had been bled dry by successive campaigns against Sunagakure, Kumogakure, and now Konoha. Their Chunin forces were depleted, their promotion pipeline unable to replace losses. Faced with annihilation, they would soon be forced to withdraw from the alliance entirely.

With Kusagakure's two thousand troops gone, the numerical advantage would swing to Konoha. Combined with Konoha's superior quality of elite Shinobi, victory would be inevitable.

"With certain victory in hand," Danzo concluded, his voice low and deliberate, "if the Hokage were to then surrender all the fruits of that victory to an allied village… the resulting loss would be catastrophic. No Hokage could survive the political fallout. He would be compelled to resign. And in the resulting power vacuum, I would ascend."

The logic was internally consistent. Ruthless, self-serving, and entirely in character for the man before him.

Yet, revealing such a naked power play to a foreign shinobi, one from a village that was, at best, a temporary ally, strained credulity.

"Thank you for the explanation," Ryuji said, his tone neutral. "Your… candor is noted."

Danzo merely nodded, as if he had not just confessed to plotting the overthrow of his own Kage. "Then you understand my offer is sincere. The benefits for Sunagakure are real. I require only your cooperation to make them a reality."

Ryuji met his gaze. The pieces fit a little too neatly. A deal that seemed miraculous on the surface, proposed by a man infamous for his treachery, with an explanation that painted him as a blunt, ambitious schemer. It was a performance meant to appear transparent, to disarm suspicion by admitting to a lesser, more understandable sin.

But Ryuji had dealt with enough master manipulators to recognize the layers within layers. Danzo was not a man who showed his true hand. This 'true scheme' was likely yet another feint.

"Your proposal is… considerable," Ryuji said finally. "I will require time to confer with my village."

"Of course." Danzo rose smoothly to his feet, his mission, for now, accomplished. "Consider it carefully. The window for such an opportunity will not remain open forever."

He gave a short, formal bow and turned to leave, his figure melting into the shadows of the hallway without a sound.

Left alone in the quiet room, Ryuji stared into his cooling tea. Thirty billion ryo. An alliance that would reshape the continent. All dangled before him by the most dangerous man in Konoha.

He had refused the first, more outlandish offer. But this second one… the spoils of war with seemingly no strings attached, offered for a reason that sounded just plausible enough…

It was a beautifully crafted trap. He could almost admire the craftsmanship.

Now he just had to figure out what the real bait was.
