He mocked Setsuna's lack of foresight—and the Uchiha clan's lack of political wisdom.
Day after day, the Uchiha were assigned to inconsequential patrol duties. They bullied civilians now and then and mistook that petty authority for real power, genuinely believing it reflected their status as one of Konoha's founding clans.

Did they truly believe this incident could topple him?

"By what right?" Setsuna snapped.
"What—are you actually planning to fight me?"
"Go on. Make a move."
"I'll even let you strike first."
Tobirama stood tall, his presence overwhelming.
Shadow Hokage.
Nine-Thousand-Year Lord.
These were not titles he gave himself—they were names bestowed upon him by the ninja clans.
At that moment, the weight of those titles burst forth unrestrained.
Even if Setsuna truly dared to fight him, Tobirama had no fear.
He was the fastest shinobi alive.
He had personally slain Uchiha Izuna, even after Izuna awakened the Mangekyō Sharingan.
"I…"
Setsuna was furious—but he did not dare fight.
Whoever struck first, regardless of right or wrong, would bear the罪名 of destroying the fragile reconciliation between the Senju and Uchiha.
That stigma was catastrophic—enough to shake Konoha's very foundations.

"Transmit my orders," Tobirama said sharply.
"Mobilize the ANBU."
"A group of rioters has appeared in Konoha. They are deliberately disrupting public order and attempting to storm the Hokage Building."
"They must be met with decisive force."
Tobirama made his decision without hesitation.
He would strike hard at the civilians who had been incited into unrest.
"Yes!" the ANBU replied.
"Wait—one more thing," Tobirama added.
"Bring along my disciples as well."
