Vaelor was trying to read the same page for the fourth time.

Caelum had been in the workspace for twenty minutes asking questions in the specific rhythm he used when he had a list and was working through it in order. The questions were good. They were always good. That was not the problem. The problem was that they did not stop, and they covered everything from the structural specifics of the territorial trade agreements to whether owls actually understood language or just responded to tone, and Vaelor had answered eleven of them and was somewhere in the middle of the twelfth when Caelum asked a thirteenth before he had finished.

"And the southern delegation's seat allocation," Caelum said. "Does that change if the population count changes or is it fixed regardless."

Vaelor set down his pen.

He said: "Fixed. For now."

"That seems unfair to territories that grow faster."

"It probably is."

"You should fix that."

"I am aware."

"When."
