Totsuka Blade had three functions, first is it's Sharpness. It's Sharpness is comparable to other Kusanagi sword and in the anime, Itachi beheaded seven of eight of Orochimaru's head with a single strike. Second is it's Genjutsu ability, it can let the target fall into an eternal Genjutsu and the last ability is it's sealing ability. With this ability Orochimaru was sealed in the wine pot.
Although Itachi tried his best he couldn't reach the level of Totsuka Blade. Although his weapon has sharpness and Genjutsu ability but Itachi couldn't add a sealing inscription on it, maybe he need to practice more. So, as long as the blade is inside an enemy's body, the enemy would be trapped in the eternal Genjutsu.

Seeing the disappearance of Itachi and Jiraiya and no further fight for the next few minutes all Konoha ninjas rushed towards the battlefield. Looking at the huge strange owen all the people felt a chill. By now they still haven't understood what happened. Moments ago Itachi was still cornered by the two beasts and then the next moment one Toad replaced Itachi's position and got killed by his two subordinates. After that Itachi trapped the two Toads and an explosion sound came. Now Itachi and Jiraiya were both missing.
