Despite the fact that with his Qi Sight, he was able to observe and see the changes in her body and qi after eating the Primordial Blood Fruit, he didn't think the fruit was potent enough to make her recover 2 levels immediately.
And this was despite the fact that he felt that the changes the Blood Fruit effected on Lilith's body and qi were focused on another aspect rather than her recovery and regeneration.
