In The Court of Fontaine, within the Opera Epiclese, on the desk of the Iudex of Fontaine, lay a thick notebook.
It was filled with his recent collection of opinions on Fontaine's administrative system. The handwriting was neat, the content rich, and many sections had been revised multiple times, demonstrating the meticulousness and diligence of the person at work.
On the last page of the notebook, the following content was recorded.
After a week of soliciting opinions and repeated revisions, 11 versions of the administrative system reform plan were formed. I ultimately decided to adopt:

Subordinate Council
Council Core Members: Maison Gestion, Maison Cardinalice, Maison Gardiennage, Marechaussee Phantom, Auditors Office, and the Special Task Force.
Council Rotating Members: One Vice-President from each court and one Vice-Captain from the Fontaine Special Task Force, rotating on a quarterly basis.
Council President: Rotated monthly among the Council core members, responsible for presiding over meetings.
Secretary-General: Appointed by Iudex Neuvillette, responsible for recording and transmitting messages.
Council Functions: Responsible for receiving all major and minor affairs throughout Fontaine, classifying them, reporting major matters to the Iudex and Hydro Archon, and voting on minor matters internally.
Each court (including the Fontaine Special Task Force) must have at least one person participating in daily Council work meetings. The rest of the time, they work at their original posts.
The Gardes have one Captain-General, three Vice Captain-Generals, and several Divisions. Each Division has one Division Captain and two Vice-Captains.
The Gardes and Security Devices are responsible for daily security patrols, arresting suspects in ordinary cases, assisting in major incidents, and other related tasks.
The Maison Gardiennage has one Captain, three Vice-Captains, and several Squads. Each Squad has one Squad Leader and two Vice-Leaders, responsible for direct work on major incidents and secret operations.
Court of Adjudication
One President, four Vice-Presidents
The Court of Prosecution is responsible for some adjudication work.
The Oratrice Mecanique d'Analyse Cardinale is responsible for supervising the legality of the Court of Prosecution's judgments and prosecuting crimes by public officials and major criminal cases (similar to a prosecutor's office in reality).
Maison Gestion
One President, four Vice-Presidents
Responsible for all major and minor civil affairs, comprehensive affairs, etc.
Iudexs Court
One President, four Vice-Presidents
Responsible for financial approvals, public announcements, etc.
Fontaine Special Task Force
One Captain, four Vice-Captains, directly subordinate to the Hydro Archon.
Responsible for work related to the prophecy crisis, intelligence work, etc.
Auditors Office
One President, four Vice-Presidents, parallel to all other institutions.
Responsible for supervising Fontaine's public officials in observing discipline and law, and possesses some investigative and arrest powers.
Background Information.
When Furina enters the Inner Space, she enters as a consciousness entity, so her physical body outside remains still.
Rina only exists as a consciousness entity (i.e., an energy body).
In the Inner Space, they both have physical bodies, but Rina can only leave as an energy body.
When Furina's consciousness is outside, she can talk to Rina, but cannot see her.
