The Day Legitimacy Asked to Be Believed

Legitimacy arrived dressed as paperwork.

It came folded, stamped, duplicated, and carried by messengers who did not look ashamed of what they delivered. Stonecliff did not raid the basin. They did not threaten it directly. They sent documents.

Cassian received the first packet just after dawn. He read it once, then again, his expression tightening with each line.

"They are asserting jurisdiction," he said quietly. "Retroactively."

Lucien stepped closer. "Over what."

"Over everything," Cassian replied. "The ledger. The observers. The emergency doctrine. All of it."

I closed my eyes briefly.

"They are not attacking the truth," I said. "They are attacking its right to exist."

Lucien exhaled sharply. "That is smarter."

"Yes," I replied. "And uglier."

By midmorning, copies of the declaration were posted at every corridor entrance. Stonecliff seals glinted in the light. The language was careful, neutral, almost kind.
