It wasn't Hiruzen who spoke, but Homura Mitokado.

Koharu and Homura both blinked and turned to look at Hiruzen, confusion and bewilderment in their old eyes.
"Whether Taiichi goes to the front lines or not is no longer important. What matters now is whether we should keep fighting Sand."
