The submission format was the Tower's formal governance record deposit — not a complaint, not a challenge filing, not a request for action. A record deposit required the Tower's oversight bodies to acknowledge receipt and enter the deposited materials into their formal review queues, but it did not require them to act on a specific timeline. The difference between a deposit and a complaint was that a deposit became part of the permanent record regardless of what the oversight bodies decided to do about it. The materials were in the Tower's governance archive the moment the deposit was confirmed.
