Their original plan was to use him as bait. He knew the Chief changed his mind once the Chief found out he was in charge of the force. But the situation was different.
The village had a wall, a proper wall with the same height as the hobgoblin. It was not an issue for the Goblin Champion, but that would be effective against the hobgoblin and goblins. That was why he offered the original plan again.
The three Goblin Champions looked toward the Chief, wondering what this plan was about. Especially since they didn't know anything about it. They looked offended that the Chief discussed the plan without including them.
