That explained why the Chief didn't try to silence these goblins. That was a pointless effort when these goblins were starving. That would incite a riot instead, and the Chief had to kill a dozen of them to silence them.
Knowing what happened and tolerating them were totally different things. It was quite annoying to hear the racket.
