He traced the red lines. "The integrated territory creates space for three additional city centers, each connected to the historic core by the Ring Railway and to each other by the radial lines. Each center serves its surrounding residential zone for daily commercial and administrative needs. The historic center retains the government functions and the institutions and the high-value commercial activity that requires centrality — but it is no longer the only gravity point. People in the northwestern zones can live their lives within a radius that does not require the historic center unless they specifically need it and can micro manage themselves."

"Like Tokyo's special wards," Anirban said, and both men nodded — they had been using the Tokyo Metropolitan Government model as the reference framework since the first discussion, the polycentric structure through which Tokyo had managed to function as the world's largest city without collapsing under its own density even after the earthquake in 1940s.

"The ward structure allows each node to have local administrative authority over services that are best delivered locally — waste management, local road maintenance, neighborhood schools, local markets — while the Delhi Metropolitan Government handles the systems that require metropolitan scale: the transportation network, the transmission grid, water and sewage infrastructure, strategic land use planning." Raman paused. "Which brings us to the infrastructure hierarchy problem."

"The power," Anirban said.

As if the word had been a cue, the lights went out.

The ceiling fans slowed. The hum of the office's electrical equipment faded. For a moment the room held the specific quality of an unplanned silence, the quality of systems that have been taken for granted revealing themselves through their absence.

"Land acquisition for generation facilities of this scale requires sites outside existing urban boundaries — typically ten to fifteen kilometers from the city center for thermal generation, depending on fuel supply access and cooling water availability. The transmission infrastructure to carry power from generation sites to distribution networks requires corridor acquisition through densely settled areas in some cases. The distribution network within the cities needs complete replacement in Delhi and Calcutta, where the existing British-era infrastructure is at the end of its design life."

"The hydroelectric component," Anirban said, looking at the file. "You've included it in the baseload calculation."

"Yes, sir." Mehra's tone carried the slight satisfaction of an engineer whose thorough work has been noticed. "The Bhakra Dam construction is proceeding ahead of the original schedule. "Which creates a gap," Anirban said.

"A manageable gap. For the first tranche of installations — the ones needed by 1953 to begin meeting demand — equipment imports are necessary. British English Electric & AEI,German Siemens and AEG,and potentially Soviet generating equipment through our trade framework. For the second tranche, targeting 1955, we could use BHEL-manufactured components where domestic manufacturing has reached the required quality, using imported components for the elements where domestic capability is still developing. By 1958, the projection is that the full generating unit can be BHEL-manufactured."

"So we import for the first stations, use mixed domestic and imported for the second, and by the third we're domestic." Anirban summarized it to confirm he had the sequencing correctly.

"That is the plan, sir."

"The private players," Anirban said. "For the installation work on the first tranche. BHEL's workforce is not sufficient to support eight major installations simultaneously."

"No, sir," Mehra confirmed. "We have already players in this field— Godrej and Kirloskar primarily has poached many technical talents from GE,Westinghouse, well there is Also DCM & Murugappa who has poached technical people from Siemens & Brown,Boveri. And already doing work with our BHEL Players"

Anirban looked at the files for another moment, then set them together. "Get me the Finance Ministry assessment of the capital requirements by the end of week. I want a full picture — the generation investment, the transmission network, the distribution upgrade, the BHEL manufacturing capacity expansion — total capital requirement for the decade. We'll structure it through the NIIF with a combination of direct budget allocation and infrastructure bonds."

He looked up at both of them. "The power infrastructure is the enabling condition for everything else on my list. The township development, the industrial clusters, the university campuses — none of them function at the required scale without reliable power. This gets prioritized."

"Anything else before we close?" Anirban asked.

"Next quarter," Anirban said. "I have the model I want to follow but I need the power infrastructure committed before we layer water infrastructure on top of it — the two systems are interdependent but the sequencing matters. Power first. Water second."

He stood, which was the signal that the meeting was concluding. "Good work on the hydroelectric integration. Tell your team."

Both men gathered their materials with the practiced efficiency of officials who knew that South Block time was precisely measured. Raman was at the door when Anirban said, without particular emphasis, "The NCRTC— by 1959 is possible?"

Raman nodded and left. Mehra followed. The door closed.

It was there, though. Real and accumulating and moving in the direction he had set it in motion.

The algorithm was running.

He picked up the Finance Ministry files and walked out into the corridor.

The loadshedding had been the morning's argument. The power station program was the response. He had a four o'clock meeting to arrange it.

There was always, in this work, something immediately to do.

That was not a complaint.

It was the nature of the enterprise.

The second year had been built well. The third would be built better.

He walked toward the Finance Ministry with the files under his arm and the specific internal state of a man who has understood precisely where he is and precisely how much remains to be done and finds, in the clarity of that understanding, something that functions like peace.

Outside, India was celebrating its second year.

Inside South Block, India was already working on its third.
