Then, Peng Hong might consider suddenly backing out when Peng Xinyuan is likely to pass the third map. Although he would be forced to compensate Liu Mingxin with all of his funding, Liu Mingxin would then no longer find anyone else to take those opposing votes, leaving her permanently blocked with no chance to recover.
At that point, even having more funding would make no difference.
Therefore, Liu Mingxin cannot accept the risk she might face in this scenario.
