"Even the weakest Great Ninja Village can deploy a few thousand Ninjas as a front-line support squad; it wouldn't negate all our previous efforts."

He didn't believe that merely increasing ninja numbers on the frontline would lead to such severe consequences, as they weren't launching full-scale army assaults against multiple Ninja Villages.
