"Defending."
"Waiting."
His finger tapped the map.
"Meanwhile, he chooses where to attack."
"When to attack."
"How to attack."
The Kage exchanged glances.
There was logic in that.

"If all we're doing is hiding, then we've already lost half the battle."

"Then what's your suggestion?"
