P19 — Central Administrative Complex

Third Person POV

Years had continued to pass quietly within Wolverine territory.

Not peacefully in the absolute sense, because no civilization truly remained peaceful forever, but steadily.

Productively.

The chaotic years of emergency construction, population shortages, desperate resource gathering, and constant military preparation had gradually given way to something far more stable.

Clan Wolverine was no longer simply surviving.

It was growing.

Across the systems surrounding P19, new mining installations now dotted asteroid belts, moons, and orbital resource zones. Some were little more than reinforced industrial stations clinging to barren rock, while others had already expanded into permanent facilities with habitation modules, refineries, storage depots, maintenance yards, and small civilian populations.

The colonies were still small.

None of them contained more than a few thousand people.

But they were permanent.

Children were being born there.

Families were opening businesses.

Workers were receiving long-term housing assignments.

Supply ships traveled regular routes between them.

And with every passing month, Wolverine territory looked less like an isolated hidden settlement and more like the beginnings of a true interstellar nation.

Inside the central administrative complex on P19, Silas sat at the head of the large conference table while holographic displays surrounded the chamber.

Seven familiar figures occupied the remaining seats.

His saKhans.

Zesh of the Warrior Division.

Amelia of the Civil and Economic Division.

Dr. Kael Armin of the Science Division.

Toren Vale of Engineering.

Lira Voss of the Naval Division.

Serin Malvek of Intelligence.

And Elaina Rhys of Education.

Athena's holographic form stood beside Silas, her hands folded neatly behind her back as streams of information constantly updated around her.

Today's meeting was not an emergency.

No enemy fleet had appeared.

No colony was under attack.

No major crisis demanded immediate action.

Instead, it was something Silas had learned was just as important.

A full strategic review.

They needed to understand exactly where Clan Wolverine stood before they began planning for the next year.

Silas leaned back slightly in his chair.

Silas: All right.

Silas looked across the table.

Silas: We've spent the last two years expanding carefully, rebuilding what we used during Operation Snatcher, settling the population we brought back, and pushing farther into the surrounding systems.

He Has a moment of before he continued.

Silas: Today I want everything from Population, Resources, military readiness, science, colonies, exploration.

Silas: And anything else one of you thinks I need to know before we start planning for 3023.

Athena's eyes briefly glowed brighter.

Athena: I have already consolidated the relevant reports.

Silas looked toward her.

Silas: Of course you have.

Athena: You sounded surprised.

Silas: I'm not really surprised by that honestly.

Athena smiled.

Athena: Good.

Amelia was the first to activate her section of the table.

The holographic map changed immediately.

P19 remained at the center.

Around it, dozens of mining installations, transport routes, refineries, and small settlements appeared across the surrounding territory.

Amelia: Civilian integration remains ahead of our original projections.

Several population graphs appeared.

Amelia: The majority of the population acquired during Operation Snatcher has fully transitioned into permanent housing and employment.

Amelia: Temporary support requirements have dropped significantly over the last two years.

Amelia: Most adults are now employed in permanent sectors rather than integration programs.

Silas studied the information.

Silas: Unemployment?

Amelia: Low.

Amelia: Very low, actually.

Toren gave a small snort from across the table.

Toren: Because everyone keeps demanding more workers than we actually have.

Amelia glanced toward him.

Amelia: That is technically one way of describing it.

Toren: It's the accurate way.

As Toren gives her the bird

Amelia ignored him and continued.

Amelia: Mining expansion has created thousands of new positions. So has merchant shipping, construction, manufacturing, orbital infrastructure, agriculture, transportation, medical services, and colonial support.

Amelia: The problem is no longer finding work for people.

Amelia: The problem is ensuring skilled labor reaches the sectors that need it most.

Silas nodded slowly.

That was a problem he was more than willing to have.

Two years earlier, tens of thousands of newly arrived people had needed housing, education, medical care, vocational testing, and employment.

Now many of those same people were helping build the civilization that had taken them in.

Some had resisted.

Some had complained.

Some had desperately wanted to return home.

But time had changed things.

Better housing.

Reliable food.

Advanced medicine.

Education for their children.

Stable employment.

And, most importantly, freedom from the conditions many of them had previously endured.

The majority had adapted to this new life of there's.

Elaina activated another display.

Elaina: Education integration is similarly stable. Children from the Snatcher population are now distributed throughout standard Wolverine schools rather than separate transition programs and Literacy rates among previously undereducated adults have improved considerably however, Vocational education remains one of our strongest programs.

Silas: Problems?

Elaina: Of course.

Silas smiled faintly.

Elaina: Some older adults still struggle with Wolverine cultural expectations. The Younger populations however, adapt much faster which is normal. Children who have spent two years in our schools increasingly identify P19 as home.

Elaina paused.

Elaina: A significant number no longer consider themselves Marian at all.

That earned a moment of silence.

It was not something Silas had ordered.

It had simply happened and People adapted. The Children especially.

Silas: Keep it natural and no rushing things.

Elaina: That was already the plan. I have no interest in forcing cultural identity.

Silas: Good.

Silas shifted his attention toward Toren.

Silas: Engineering.

Toren immediately expanded the territorial map.

The Gamma systems appeared.

Gamma-1.

Gamma-2.

Gamma-3.

Beyond them were several smaller survey markers and unnamed systems.

Toren: Extraction infrastructure has expanded considerably, Gamma-One remains our primary source of common industrial metals, Iron,Nickel,Titanium,Aluminum,Several rare-earth deposits.

The hologram shifted toward Gamma-2.

Toren: Gamma-Two is providing higher-value material.

Toren: Germanium, Platinum-group metals, Several mineral deposits useful for advanced electronics and reactor construction.

Another system expanded.

Gamma-3.

Several enormous gas giants dominated the projection.

Toren: Gamma-Three continues to outperform projections in volatile extraction.Water ice is abundant, Hydrogen extraction has increased, Helium-3 reserves are significantly larger than our original surveys suggested.

Lira leaned forward slightly.

Lira: Which is extremely useful for long-term fuel security.

Toren: Precisely, We are also extracting methane, ammonia, industrial gases, and several other useful compounds.

Silas stared at the resource figures.

Silas: How long before we stop depending primarily on P19's immediate system for industrial feedstock?

Toren: In several categories?, We already have.

Silas raised an eyebrow.

Toren allowed himself a small smile.

Toren: We are finally reaching the point where one system suffering an industrial disruption will not cripple half the economy.

That was perhaps one of the best pieces of information Silas had heard all morning.

For years, P19 had been both the heart and the weakness of Clan Wolverine.

Too much population,Too much industry, Too much military infrastructure, Too much dependence on one place.

Now that was changing.

Lira brought up several shipping lanes.

Lira: Merchant traffic has increased accordingly and with Civilian shipping companies are now handling most routine resource transportation and the Naval vessels still provide escorts where necessary, but the Navy is no longer wasting warships hauling basic industrial cargo.

Amelia: Finally.

Lira glanced toward her.

Lira: You say that as though I personally enjoyed assigning military transports to carry ore.

Amelia: I have seen your requisition forms.

Lira: And I have seen your shipping demands.

Toren: Both of you are equally unpleasant.

Amelia and Lira looked toward him at the same time.

Toren immediately looked back down at his tablet.

Toren: Continuing.

Silas struggled not to laugh. Lira expanded the map farther outward.

The known Wolverine-controlled region shrank as unexplored space appeared around it.

Lira: Survey operations are continuing.

Lira: We've classified another six systems as low priority.

Lira: Two have potential mining value.

Lira: One contains a marginally habitable world, though I would not recommend settlement without substantial terraforming support.

Lira: The remaining systems are strategically useful primarily as jump-route locations.

Silas: And deeper surveys?

Lira: That's where 3023 becomes more interesting.

The map expanded farther. Large areas appeared with little or no reliable information.

Lira: We have spent years mapping the systems directly surrounding P19.

Lira: I recommend that next year we begin pushing dedicated exploration groups much farther outward.

Silas: How far?

Lira: Far enough that Inner Sphere survey information becomes unreliable or nonexistent.

Serin looked toward the projection.

Serin: Which also means far enough that we cannot assume we know who might already be living there.

Lira: Correct.

Silas rested his hands on the table.

Silas: Lost colonies.

Serin: Possible.

Lira: Abandoned settlements.

Toren: Star League ruins.

Kael: Unusual biological environments.

Amelia: New markets.

Everyone looked at Amelia and Amelia shrugged.

Amelia: What?, I have responsibilities too you know!

Silas chuckled.

Silas: All right, We'll come back to exploration.

Silas turned toward Kael.

Silas: Science.

Dr. Kael Armin activated his report.

Several medical, biological, and military research categories appeared.

Kael: General research output remains stable, Medical development continues and Newtype development remains within expected parameters.

Silas immediately focused on that section.

Silas: Current active graduates?

Kael: Three thousand.

The number appeared clearly above the table.

[The 3012 cohort graduated in 3020.]

[The 3013 cohort graduated in 3021.]

[The 3014 cohort completed training this year.]

[One thousand per completed cohort.]

Silas nodded.

Three thousand.

What had once been an experimental population was now a genuine military resource.

Zesh leaned forward.

Zesh: All three cohorts are currently distributed through active service assignments, Some are mobile suit pilots and Others are serving in aerospace units, reconnaissance, command positions, intelligence support, and specialized combat formations.

Silas: Any major problems integrating them?

Zesh: None worth mentioning.

Kael: Later cohorts remain in their development and education cycles.

Kael hesitated for only a moment.

It was subtle.

But Silas noticed.

Silas: There's more Karl?

Kael: Yes.

The public research categories disappeared.

A red security marker appeared across the holographic display.

CLASSIFIED — BLACK SITE AUTHORIZATION REQUIRED

The atmosphere around the table changed immediately.

Elaina stopped smiling.

Amelia's expression hardened slightly.

Serin merely watched.

Kael: Our classified human augmentation programs continue to produce results.

Silas leaned back.

Silas: Genetic?

Kael: Genetic and cybernetic.

Kael: Both programs are progressing considerably better than earlier projections.

Several lines of heavily restricted information appeared.

Kael: Muscle-density modifications have stabilized.

Kael: Skeletal reinforcement has improved.

Kael: Organ durability has increased.

Kael: Several experimental regenerative modifications have shown promising results.

Kael: Disease resistance has also improved significantly in several test groups.

Silas' expression remained unreadable.

Silas: Cybernetics?

Kael changed the display.

Kael: Neural interfaces are becoming more reliable.

Kael: Artificial organ integration has improved and Reaction-assistance systems are progressing, as well as Reinforced limbs and sensory replacements are stable enough that several designs could eventually transition into legitimate medical use.

Kael paused.

Kael: Human-machine integration remains the most difficult area.

Silas: the live Subjects?

Kael: Stable, mostly with slight rejection causes

Silas' eyes narrowed.

Silas: Mostly?

Kael: Nothing outside anticipated parameters.

Serin finally spoke.

Serin: Security incidents remain contained.

Silas looked toward him.

Serin: Those assigned to the black sites have not compromised facility security.

Silas remained quiet. The people used for these experiments represented one of the darkest parts of Wolverine society.

Individuals who had failed completely to integrate.

Violent offenders andPersistent threats,Those deemed too dangerous to return to ordinary civilian life.

Some had effectively disappeared from public records.

And within heavily secured facilities far from ordinary settlements, science continued moving forward.

Silas had authorized it.

He knew that.

He also knew he could not pretend otherwise simply because the results were useful.

Silas: No expansion of the program without my authorization.

Kael nodded.

Kael: Understood.

Silas: And any procedure stable enough for legitimate medical application gets separated from the black-site program immediately.

Kael: Already being done.

Silas: Good.

Silas looked around the table.

Silas: We are not turning half our population into experiments because someone discovers an interesting gene sequence.

Kael: I had no intention of suggesting that.

Silas: I'm saying it anyway, crazy fucking scientist.

Zesh gave the smallest approving nod.

Athena remained silent beside Silas.

Her eyes continued processing every word.

After several moments, Silas dismissed the classified display.

The territorial map returned with a 3023 appeared above it.

Silas stared at the unexplored regions beyond Wolverine space.

For the first time in years, the immediate survival of Clan Wolverine was no longer the question.

With the increase of production of food material, and other resources continues as well as the integration of new population. Things were progressing well for the clan very well.

They had people who increasingly considered Wolverine territory their permanent home.

Silas: All right By 3023 We continue developing Gamma-One through Three we need to We establish additional mining stations where surveys justify them, Small colonies only, Nothing massive unless we have a reason to.

Amelia nodded.

Silas: as for Naval exploration expands, I want survey groups pushing deeper into unknown regions.

Lira: How aggressive?

Silas considered it for a moment.

Silas: Careful, But persistent we map everything we can reach from resources to habitable worlds anything that can be found, if we discover anybody out there, we shall observe them first then try open dialogue.

Zesh: Unfortunately reasonable.

Silas looked toward her.

Silas: You sound disappointed.

Zesh: Slightly.

A few people laughed.

is the current mapped out territory as they continued their surveys soon their history will mark this down as the first stages of the great expansion, as the years roll on this expansion would continue all the way to 3029.
