[The Sovereign's Council – Jade Chamber]
The news of the permanent Sea Prism Ore Vein had set the Jade Chamber abuzz. A hundred square kilometers of self-regenerating, Hydro-dense mineral was a logistical miracle. Ningguang immediately signaled Baiwen to spread out the topographical maps of the three nations.
"We need a location that balances accessibility with security," Ningguang noted, her eyes scanning the coastlines. "Guyun Stone Forest is occupied by the World Tree. We need a secondary hub."
Yae Miko pointed to a stretch of shallow water in Inazuma, nestled between Ritari, Amakane Island, and the Kujou Encampment. "Here. The water is shallow, the Shogunate presence is ironclad, and the Nine-Dragon Array on Ritari provides a natural deterrent to any sea monsters."
Su Han nodded. "It's settled. I'll deploy the vein immediately. We can't afford to let a single day of production go to waste."
[The Birth of the Blue Mine]
Su Han soared toward Inazuma, arriving at the designated coordinates near Amakane Island. Opening the system interface, he dragged the green "placement" icon over the shallow reefs.
THOOM—
A brilliant blue radiance erupted from beneath the waves. The seawater didn't just glow; it hummed with a rhythmic, tidal pulse. The concentration of Hydro-elements spiked so sharply that a fine, refreshing mist began to blanket the surrounding islands.
Descending to a nearby reef, Su Han flicked his finger, shattering a surface rock. Beneath the gray exterior lay a crystalline, deep-azure mineral. Water droplets literally beaded on its surface, condensed from the pure elemental energy within.
"Pure Hydro-ore," Su Han smiled. "Twice the density of the samples we brought from Wano. This will change everything."
[The Forge of the Kamisato]
As mining operations began, utilizing the disciplined labor of the newly arrived youkai, Totosai arrived with a team of blacksmiths. He was practically salivating at the sight of the raw ore.
"Lord Su Han! This is it! This is the 'Ocean Heart' I've dreamed of!" the old smith shouted. "I can forge blades that never blunt and jewelry that doubles the cultivation speed of any Hydro-user!"
To facilitate the forge, the Shogunate cleared the nearby Pyro Hypostasis island. Kamisato Ayato personally handled the suppression, his blade a blur of water as he extinguished the living flame to make way for the new industrial complex.
"A new weapon in two days?" Ayato asked, sheathing his sword as Totosai briefed him on the Sovereign's personal order for his new gear.
"Yes, My Lord! Lord Su Han was quite insistent on your upgrade," Totosai bowed.
Ayato smiled elegantly, though his mind drifted to his sister, Ayaka. She had grown quiet lately, her feelings for the Sovereign a poorly kept secret in the Kamisato estate. Perhaps a celebratory banquet for the new mine is in order, Ayato mused. A little 'matchmaking' might be the best way to thank the Sovereign for his favor.
[The Sky Above the Jade Chamber]
Back at the palace, Su Han was presenting the Weather Island to a skeptical Ningguang and Yae Miko. To them, a small island made of solid clouds seemed like a novelty—a playground at best.
"It's pretty, Su Han, but it has no tactical value," Ningguang sighed.
"On the contrary," Su Han replied, stepping onto the soft, buoyant surface of the cloud-isle. "This is a replica of Weatheria. It doesn't just produce rain and sunshine; it generates Sky Island Dials."
"Dials?" Yae Miko's ears perked up.
"Shells that can store and release physical force, wind, heat, or even sound," Su Han explained, picking up a small, spiraled shell from the cloud-soil. "Imagine an army of Millelith who can fire bursts of flame or gusts of wind without needing a Vision, just by clicking a shell on their gauntlet. That is the value of this island."
The two women fell silent. The Sovereign hadn't just brought back a vacation spot; he had brought back the blueprints for a technological revolution.
