This principle is deeply understood by players who have played similar games. Generally, the boss that appears last in the storyline is definitely the strongest.
Conversely, the bosses that appear earlier may be incredibly strong at first but become worthless later on.
Take the Golden Eagle Boss, for example!
It's the level boss of the first chapter of "Global Evolution" and the culprit responsible for the death of the protagonist Chen Yun's parents.
Looking at its strength now, it's still quite decent, at least able to bully second-tier evolvers and below.
But once players evolve to the third tier, the Golden Eagle Boss becomes a joke. It can't defeat anyone and is in a purely embarrassing situation of being bullied.
Yet it can't be casually strengthened.
Because the Golden Eagle Boss represents the storyline progress of the first chapter.
