25% to the Minor Lords.
25% to the Spirit Sword Bureau and other human teams based on labor.

The contribution of Cyan Dragon was more than 50%. If strictly awarded according to merit, Cyan Dragon could take 60-70% of the resources and others wouldn't have much to say.
