Normally it shouldn't have been much of a concern as the beasts didn't expand their territories into human ruled zones but if strong human cultivators kept dying meaninglessly then who was to say they wouldn't try to do so?
That's why an agreement between righteous and evil cultivators was formed and the evil cultivators were given their own zone where righteous cultivators above the Manifestation Realm weren't allowed to intervene.
Similarly, the evil cultivators above the Manifestation Realm couldn't act inside the normal provinces either.
So it created a strange kind of peace between the two factions, with only small skirmishes between low realm cultivators.
The only problem is that the Devil Paradise shared borders with two provinces and one of them was Azure Province, so it was our headache to contain them... because devils are the last people anyone should trust."
