Then Jarl Balgruuf nodded slowly, rising from his throne. "Very well, Thane Aerion," he agreed, his voice echoing in the sudden silence of the hall. He gestured toward the wooden stairs leading to the second floor private quarters. "If the matter is of such urgency, we shall speak away from prying ears. Come. Let us go to the second floor."
Jarl Balgruuf stood from his carved wooden throne, his heavy fur mantle shifting across his broad shoulders. He did not ask for silence, but the sheer, unusual nature of his actions commanded it regardless.
To leave the morning meal and retreat to the second floor upon the request of a Thane, even the Dragonborn and the wealthy High Elf, was a clear signal that the matters being discussed were not for public consumption.
"Follow me," Jarl Balgruuf commanded quietly.
With a heavy, measured stride, the Jarl of Whiterun walked toward the grand wooden staircase at the rear of the hall. Proventus Avenicci, clutching his ledgers tightly to his chest like a physical shield, hurried after his liege. Irileth, the fierce Dunmer housecarl, fell into step right behind Balgruuf, her dark eyes darting sharply between the nobles at the tables and the two Thanes following them.
Aerion walked with his usual, flawless, aristocratic grace, Aeloria and Lydia matching his pace.
As they ascended the massive oak steps, leaving the warmth of the fire pit behind, the initial stunned silence of the Great Porch instantly shattered. The vacuum of the Jarl's presence was immediately filled with the low, frantic buzzing of intense political gossip.
From the landing, Aerion cast a brief, calculating glance down at the long tables. The divide in the city was laid bare in miniature.
On the right side of the hall, the wealthy, Imperial leaning nobles were leaning closely together. Olfrid Battle-Born, the aging patriarch of the clan, was whispering furiously into the ear of his armored son, Idolaf. Their eyes were locked onto Aerion's retreating dark robes, undoubtedly speculating on what kind of plots the High Elf was spinning.
Across the aisle, seated with a significantly smaller but fiercely proud clique of traditional Nords, Vignar Gray-Mane stroked his white beard. His sharp, weathered eyes narrowed in deep suspicion. Surrounding Vignar were the few remaining Whiterun nobles who openly sympathized with Ulfric Stormcloak, muttering dark curses about High Elf influence in the Jarl's court.
The city was a powder keg of divided loyalties, just waiting for a spark. Aerion had every intention of controlling exactly where that spark landed.
The heavy wooden doors of the upper solar closed behind them, completely cutting off the noise of the murmuring nobles.
The second floor of the reach were significantly cooler and vastly quieter than the hall below. The room was dominated by a massive, intricately carved wooden war table that sat directly in the center of the floor. Spread across the tabletop was a massive, highly detailed parchment map of Skyrim.
It was a map of a fractured province. Small wooden flags painted in the crimson of the Imperial Legion clustered heavily in the west, around Solitude and Markarth. Blue flags bearing the bear of the Stormcloaks choked the eastern holds of Windhelm and Riften.
And right in the center, completely devoid of any colored flags, sat the vast, empty plains of Whiterun.
Jarl Balgruuf walked around the table, resting his heavy, calloused hands on the wooden rim. He looked down at the map for a long moment, the deep lines of exhaustion and the crushing weight of leadership clearly etched into his face, before looking up at the High Elf.
"Alright, Thane Aerion," Jarl Balgruuf spoke, his deep voice filling the quiet room. "We are away from the prying ears of the clans. What is it that requires such immediate, absolute privacy?"
Aerion stepped up to the opposite edge of the war table. He did not dance around the issue. He was dealing with a Nord Jarl, a man who valued strength and directness over flowery political maneuvering.
"Jarl Balgruuf," Aerion began, his melodic voice completely steady, his golden eyes locking onto the Jarl. "I requested this meeting to inform you of a significant shift in my personal standing. As of severls days ago, I have officially enlisted in the Imperial Legion."
The words dropped into the quiet room like a heavy stone into a still pond.
Proventus Avenicci let out a sharp undignified gasp, his grip on his ledger tightening so fiercely his knuckles turned white.
Irileth did not gasp. The Dunmer housecarl's reaction was entirely martial. Her hand snapped down to the hilt of her sword in a blur of motion, her eyes narrowing into dangerous, crimson slits as she stared at the High Elf, instantly calculating him as an active, hostile political agent within her Jarl's walls.
Even Aeloria, who knew this was coming, held her breath, watching the Jarl's reaction closely.
Jarl Balgruuf, however, did not reach for a weapon, nor did he look betrayed. He simply stared at Aerion for a long, heavy moment. Then, slowly, a low, dry chuckle rumbled from his chest.
Jarl Balgruuf shook his head, a weary smile touching the corners of his mouth.
"By the Eight, you do not pull your punches, do you, Elf?" He noted, genuinely appreciating the sheer, unapologetic frankness of the admission. Most nobles would have hidden their allegiances behind layers of deception and back channel couriers.
The Jarl leaned forward, his expression hardening slightly, ensuring the boundaries were absolutely clear.
"I appreciate your honesty, Aerion, truly. It is a rare commodity in this keep," Jarl Balgruuf stated firmly. "But I sincerely hope you understand that this is your personal stance. It does not represent Whiterun. I do not care why you chose to side with General Tullius, or why a mer of your wealth wishes to involve himself in the mud and blood of this civil war. That is your right as a free mer. But you are a Thane of this hold. Your actions reflect upon my court."
Aerion offered a smooth, respectful nod, immediately defusing the tension.
"Of course, Jarl Balgruuf. I know the boundaries perfectly well," Aerion assured him, his tone radiating calm reason. "That is precisely why I wanted to tell you directly, face to face. I wish to assure you that my enlistment is entirely a personal endeavor. My actions within the Legion do not, and will not, implicate Whiterun's neutrality. Unless, of course, you choose to make it a matter of the hold."
Jarl Balgruuf's eyes narrowed slightly at the subtle, dangling caveat at the end of the sentence. He knew the High Elf was a master tactician.
"I have no intention of breaking my neutrality today," he replied gruffly. He waved a hand over the map. "But I am certain you did not drag me away from my breakfast simply to update me on your military career. What else, Aerion? Get to the heart of it."
Aerion obliged.
"As a newly minted Tribune of the Legion," Aerion continued, watching the Jarl carefully, "I received my first direct operational order from General Tullius and Legate Rikke. I was ordered to march upon Fort Greymoor, breach its walls, and completely clear the fortification of the massive bandit syndicate occupying it."
"What?!" Proventus practically shrieked, completely unable to contain his bureaucratic panic.
The steward slammed his ledger onto the war table, stepping forward, his face flushed red with anxiety.
"What is the Empire trying to do?!" Proventus demanded, his voice shaking. "Fort Greymoor sits entirely within the borders of Whiterun! We are a neutral hold! For the Legion to dispatch an officer to conduct a military siege within our sovereign territory... such an action is utterly preposterous! It is a blatant overreach! General Tullius is treating us like we already pledged our supoort, trying to force your hand, my Jarl!"
Irileth stepped forward, her hand still resting aggressively on the hilt of her blade. Her concerns were not bureaucratic, they were entirely focused on the physical survival of the city.
"This is a matter of high riks security, Thane Aerion," Irileth hissed, her crimson eyes glaring daggers at the High Elf. "Why in Oblivion did you accept such an order? You are a part of Whiterun now! You must know full well what a military action like this means! Ulfric Stormcloak has spies in every tavern in this city. The absolute second word reaches Windhelm that an Imperial Tribune is conquering forts on our western border, Ulfric will assume Whiterun has officially sided with the Empire. He will march his armies here and attack the city before the week is out!"
The two advisors are entirely on panic, viewing the action as the absolute match that would finally ignite the powder keg and drag their peaceful city into the flames of the civil war.
Aerion did not interrupt them. He simply stood there, allowing them to vent their fears, his expression a mask of polite, scholarly patience.
Jarl Balgruuf listened to his advisors for several seconds before raising a single, heavy, calloused hand.
"Enough," he commanded.
The sheer authority in his voice instantly silenced the steward and the housecarl. Proventus stepped back, nervously adjusting his collar, while Irileth reluctantly fell silent, though her hand remained on her sword.
Jarl Balgruuf turned his full, intense focus back to the High Elf. The Jarl was not a fool. He knew that if Tullius wanted to force his hand, he would have marched a full legion of Imperial heavy infantry to the gates of Whiterun, not sent a single High Elf mage.
"What is the true intention of the Empire in doing this, Aerion?" He asked, his voice low and dangerous. "You are an intelligent man. You know exactly what seizing that fort means for the political balance of this province. Why did Tullius send you?"
Aerion offered a slow, composed smile. He had them exactly where he wanted them.
"I know perfectly well what it means, Jarl Balgruuf," Aerion replied, his melodic voice completely neutralizing the aggressive tension in the room. "But the reality of the situation is not what your advisors have assumed."
He stepped closer to the war table, pointing a long, elegant finger at the empty space on the map where Fort Greymoor was situated.
"General Tullius did not order me to seize the fort and hold it for the Legion," Aerion revealed smoothly, watching the shock register on their faces. "My orders were to breach the walls, exterminate the bandit infestation down to the last man, and then... hand the keys directly to you."
The absolute silence that followed the statement was deafening.
Jarl Balgruuf blinked, his heavy brow furrowing in profound confusion. "Hand the keys... to me?"
"Yes, my Jarl," Aerion confirmed, bowing his head slightly. "Fort Greymoor is a gift. A gesture of immense goodwill that the Empire would like to extend to the people of Whiterun. They have cleaned your backyard for you, entirely free of charge. General Tullius is simply hoping that this demonstration of respect and power might persuade you to consider changing your stance and supporting the Empire. There are no ultimatums attached. If you refuse to join them, the fort is still yours."
Proventus stared at Aerion with his mouth hanging slightly open, his political calculations entirely short circuiting. Irileth's grip on her sword loosened a fraction, her tactical mind struggling to find the trap in a free fortress.
Jarl Balgruuf stared down at the map, his mind racing. "A gift," he repeated slowly, testing the word on his tongue. He looked back up at Aerion, a look of profound, wary respect in his eyes. "That is an incredibly expensive gift the Empire has prepared. Too expensive."
Jarl Balgruuf leaned heavily against the table.
"I have been thinking of taking that fort back from those marauding bastards for over a year," he admitted, his voice thick with the frustration of a ruler spread too thin. "But with the condition of this civil war, and now the terrifying threat of the dragons returning to the skies, I simply do not have the resources. I do not have the soldiers to spare to lay siege to a fortification held by hundreds of desperate bandits and rogue mages. It would cost me dozens of good men I cannot afford to lose."
Jarl Balgruuf's eyes narrowed, his logistical experience kicking in. He looked at Aerion, then at Aeloria, and finally at Lydia standing quietly in the back.
"Which brings me to a very critical question," Jarl Balgruuf stated, crossing his arms. "How in the name of Shor did you manage to take it? Even if you have the Dragonborn fighting at your side, five people against a garrison of hundreds is an impossibility. And I know for an absolute fact that there are no Imperial troops operating in my hold. My patrols would have reported a cohort crossing the border."
Aerion couldn't help the genuine, amused smile that touched his lips. He loved the flawless execution of his own strategy.
"You are correct, Jarl Balgruuf. The Empire did not send a single soldier to assist me," Aerion clarified. "I accomplished the objective utilizing my own private resources. I hired a massive company of heavily armed mercenaries, veterans from the city, led by Captain Sinmir. We marched under the cover of darkness, breached the gates before dawn, and slaughtered the garrison using a combination of the Dragonborn's Voice, overwhelming arcane spells from me, and brutal slashes of steels."
Aerion gestured gracefully toward the map.
"There is no need to look for hidden daggers or darker intentions behind this, Jarl Balgruuf," Aerion assured him, his voice a soothing balm of pragmatic reason. "It is exactly what it appears to be. A massive advantage for Whiterun. With Fort Greymoor back under your control, your western borders are entirely secure against bandit raids, and your trade routes to Markarth and Solitude are protected. I highly suggest you accept the keys."
Jarl Balgruuf was silent. He stood up straight, turning away from the High Elf to look at his two most trusted advisors.
"Proventus. Irileth," he requested heavily. "Your counsel."
Proventus Avenicci swallowed hard, looking down at his ledger. The steward's mind was a whirlwind of political ledgers and public perception.
"My Jarl," Proventus began nervously, picking his words with extreme care. "If we accept this fort from the hands of an Imperial Tribune, it will absolutely look to the rest of the province as though we are heavily indebted to the Empire. Ulfric will undoubtedly use it as propaganda to claim you have sold out the true Nords."
Proventus paused, tapping his fingers against the parchment.
"However," the steward continued, his practical nature winning out over his fear. "We cannot ignore the reality. Having Fort Greymoor cleared and garrisoned by your own men is a massive, undeniable boost to our defenses. It secures the western road, which has been bleeding our merchants dry for months. The economic benefit of safe trade routes vastly outweighs the angry words of a rebel in Windhelm."
Jarl Balgruuf nodded slowly, taking the economic counsel. He turned to his housecarl. "Irileth?"
The Dunmer warrior did not look happy. She despised relying on outside forces for security. But she was a pragmatist above all else.
"I hate the politics of it, my Jarl," Irileth stated bluntly, crossing her arms. "I hate that Tullius thinks he can buy our loyalty with a stone castle. But... Proventus is right. Having that fortress back in our hands significantly increases the military power of the hold. It provides us with an early warning outpost against any threats marching from the west. And more importantly, taking a major fortification back from the bandits will drastically increase the trust and morale of the common people. They need to feel safe right now."
Irileth let out a sharp sigh. "Take the fort. We can use the walls."
Jarl Balgruuf absorbed the counsel of his advisors. He looked back down at the map of Skyrim, staring at the empty space where Whiterun stood alone in the center of the storm. He knew he could not remain neutral forever, but he could certainly fortify his position while he waited for the right moment.
Jarl Balgruuf looked up, his eyes locking onto Aerion. The weariness in his face was replaced by the absolute, unyielding authority of a Nordic King.
"Very well, Tribune," Jarl Balgruuf declared, his voice echoing with finality in the solar. "I accept the goodwill gesture from the Empire. We will take possession of Fort Greymoor. It will be manned by Whiterun guards, and it will fly the banner of the horse."
He then stepped forward, placing a heavy hand on the table.
"But you listen to me, Aerion," Jarl Balgruuf warned, his tone leaving absolutely no room for misinterpretation. "You tell General Tullius that my stance remains entirely unchanged. I am not bought, and Whiterun is not for sale. I will not bleed my people for an Empire that was the reason why this civil war was happening in the first place, and I will not bleed them for a rebel who murders kings with his Voice. We remain neutral."
Aerion offered a deep, flawless, respectful bow. He had secured the strategic objective perfectly. He had delivered the Empire's gift, bolstered Balgruuf's defenses, and solidified his own position as a critical liaison between the two powers.
"I shall convey your exact words to General Tullius and Legate Rikke, Jarl Balgruuf," Aerion promised smoothly. "They will respect your honesty, just as I do."
With the heavy geopolitical negotiations concluded, Aerion's posture relaxed slightly. The aristocratic diplomat seamlessly transitioned back into the pragmatic, highly efficient merchant who meticulously managed his own ledgers.
Aerion offered a slight, apologetic smile.
"Now, regarding the logistics of the handover, my Jarl," Aerion inquired politely. "When would you like to dispatch your guards to take physical possession of the fort?"
Jarl Balgruuf blinked, slightly thrown by the sudden shift in tone. "I can have Commander Caius assemble a detachment and march them out there within the next few days. Why?"
Aerion let out a soft, highly relatable sigh of financial burden.
"I would highly appreciate it if you could dispatch them today, my Jarl," Aerion requested, a hint of genuine mercantile pain entering his voice. "The mercenary company I hired to secure the walls is highly elite, but they are charging me by the hour to garrison the fortress. Every additional day they sit on those walls is a significant drain on my personal coffers. I would very much like to stop paying them as soon as possible."
The sheer practicality of the request, coming directly after a tense, high stakes political negotiation involving the fate of the civil war, was completely unexpected.
For a moment, the room was silent.
Then, Jarl Balgruuf threw his head back and let out a booming, genuine roar of laughter. The tension in the solar entirely shattered. Even Proventus cracked a small, relieved smile, entirely understanding the pain of balancing a ledger.
"By the Eight, Aerion," Jarl Balgruuf laughed, wiping a tear from his eye. "You conquer a fortress for the Empire, but you haggle over a mercenary's day rate. You are a true man of Whiterun."
Jarl Balgruuf waved his hand dismissively. "I will have Commander Caius march a cohort out to the fort before the sun sets today," He promised, still chuckling. "You can send your sellswords home. The fort is ours."
