The tribunal opened its floor at first light with the Torrel Bend finding still standing on the public board. Ardent's counsel moved against it inside the first four minutes of the session.
The motion did not dispute a single number that the finding had recorded. It argued contamination, since an unlicensed party had removed a containment layer from a licensed marker.
"The measurement is void because the subject interfered with the instrument," the counsel said, reading from the marshal's filing, "so the Directorate requests a second phase under expanded parameters to establish the city's true requirement."
Vasa answered it standing, with the contract and the finding open side by side. She argued the assessment had measured local capacity exactly as its own protocol demanded.
No clause anywhere in that protocol voided a result because the measured city survived it. She read the relevant section into the record twice, slowly, for the benefit of the board.
