The main members of the Dragon Empire are other races with dragon bloodlines, and pure-blood dragons that control the entire empire from the highest levels.
Of course, the power limits and minimums of pure-blood dragons vary greatly depending on the type of dragon.
A typical example is the white dragon among the chromatic dragons.
The chromatic dragons are the five dragon species holding the strongest power among the evil dragon forces, but the average level and intelligence of white dragons are quite embarrassing.
One might even say they severely lower the average level of dragons.
