Bobo was against the idea of setting up the Rat Agent Team right from the start.
It wasn't because he had a deep fondness for his kin, but rather because he clearly understood that, even if they were Round-eared Rat People, their essence was still that of Ratmen.
While they weren't inherently evil, they had plenty of minor flaws.
They didn't engage in theft or robbery, but their habit of petty pilfering was hard to break.
Cowardice, weakness, and a strong sense of face were their norms. Additionally, their lack of focus and inattentiveness were hard problems to solve.
It's not that Round-eared Rat People were particularly terrible; it's just that for a profession like being an agent, which requires high professional skills, they truly were not suitable. Bobo felt certain that the Round-eared Rat People would screw it up.
So from the very beginning, Bobo was strongly opposed.
