Arlo Seys pressed his thin lips together, "Nicole is following Ryan, but there might be some trouble... those people have taken Ryan into the Restricted District."
Ever since Wells Morales stepped down, the new leader who took over the Restricted District has managed it much more orderly than when Wells was in charge, saving the police a lot of trouble.
The problem is, there's an unspoken agreement between the Restricted District and the police — that each keeps out of the other's business!
But now the criminals have taken Ryan into the Restricted District, and the police can't go in and disturb the order there.
