One of the only Fallen Celestials who had become a normal part of the Primordial Expanse was C'thlyanu, the head of the Council of Nine and One. As the most famous Fallen Celestial, no one knew where his real body was, and he interacted with the world through the purple mist that had become a common sight at the Hall of Fallen Heroes. C'thlyanu was seen as a non-aggressive Fallen Celestial, and people were sure that he would never go out of his way to hurt anyone, even though he clearly had more than enough power to eradicate a significant portion of the Primordial Expanse!
But although C'thlyanu was a non-aggressor, there were other Fallen Celestials in the Primordial Expanse who were extremely aggressive towards mortals either by their choice or as a result of the power that they wielded, and it was one of these Celestials that Sicario was currently in search of.
