The Third Mizukage formed hand seals. A low rumble echoed in the sky, punctuated by faint explosive sounds, as if a large-scale ninjutsu attack could be unleashed at any moment.
Mei Terumī dared not be careless. She gathered chakra in her throat and spat out a stream of thick, viscous acid.
"Lava Release: Melting Apparition Technique"—there was almost nothing this acid couldn't corrode. Even the Third Mizukage, if touched by this liquid, would rapidly dissolve.

While dodging, Mei Terumī kept a close eye on the Third Mizukage's movements, waiting for an opportunity to counterattack. Suddenly, the Third Mizukage appeared right before her, fist clenched, swinging with full force.
Just as the blow was about to land, a dark figure shot in from the side, colliding heavily with the Third Mizukage. Both flew over ten meters, crashing hard to the ground together.
Mei Terumī quickly looked to the other side. Yagura's iron staff was gone from his hand, but a thick, blue tail had sprouted from his back.
"This is..." Mei Terumī stared, wide-eyed and speechless.
"Tailed Beast power..." Mangetsu swung the Twin Swords, Hiramekarei, and spat blood onto the ground.
"Are you alright?" Mei Terumī quickly asked.
Mangetsu shook his head but didn't speak.
Mei Terumī immediately understood that Mangetsu was in a bad way.
A Mizukage was essentially the strongest ninja in Kirigakure. Unless a situation arose like in Konoha, where the Third Hokage passed the title to Minato Namikaze, there was little room for maneuver.
Thus, at present, Yagura, wielding the power of the Three-Tails, far surpassed Mangetsu in every aspect. Now that Mangetsu had crashed into the Third Mizukage, Mei Terumī's opponent became the Fourth Mizukage.
"I spared your life before, yet you show no gratitude. It seems not a single person with 'Kekkei Genkai' can be trusted." Yagura sneered.
"We protect Kirigakure, not you. If a Mizukage acts against his duties, he no longer deserves to hold that title." Mei Terumī took a deep breath. "So, even if you are my opponent, I will not back down."
"Then try!"
Yagura rapidly formed hand seals and expelled a torrent of water from his mouth. It surged like a flood, its head rising to form a dragon's visage, towering high before diving towards Mei Terumī.
This was... a Water Dragon Missile!?
Mei Terumī's brows shot up.
This Water Dragon Missile was twice as powerful as an ordinary one. Worse, the water dragon was ferocious and violent, snapping and clawing as if it wanted to tear her apart.
The immense chakra within the water dragon overwhelmed Mei Terumī. She quickly formed seals, and a thick, circular water wall rose around her, enclosing her.
The Water Dragon Missile slammed into the Water Formation Wall. The tremendous impact echoed continuously. Mei Terumī, at the center of the water formation pillar, felt her head ringing, her ears nearly deaf.
This... this is too strong, isn't it?
Mei Terumī swallowed hard, watching Yagura slowly approaching.
Without the Three-Tails, she might have attempted to maneuver against Yagura. But now, defeating him was impossible. Even getting close was difficult.
No, she had to think of something...
Mei Terumī frowned, recalling the bounty poster for Igawa. It stated that the two Mizukage were under genjutsu control.
To break the current deadlock, the only solution might be to lift that genjutsu.
If Yagura couldn't disrupt his own chakra flow to break the genjutsu, then Mei Terumī would have to do it for him.
That meant she had to find a way to disrupt Yagura's chakra flow.
Just then, Yagura's form began to change. A second tail emerged from his back, and his body continuously radiated chakra. Inflicting damage on him would be even harder than before.
Mei Terumī took a deep breath. It was time to go all in.
"Ruri! Distract him for me. I'll disrupt his chakra flow!" Mei Terumī shouted.
Ruri nodded. Lightning Release chakra enveloped her body. Like a bolt of lightning, she shot towards Yagura.
Once Yagura's attention was drawn to Ruri, Mei Terumī quickly closed in on him, rapidly forming hand seals. Before a third tail could emerge, she unleashed the Great Shark Missile technique. A massive shark, enveloping Mei Terumī, charged towards Yagura.
Yagura roared. A tremendous shockwave radiated outwards.
Ruri gritted her teeth, concentrating Lightning Release chakra in her legs to maximize her speed. She maintained a constant distance from Yagura.
Her goal was to distract, not to attack.
Just then, the distance between Ruri and Yagura shrank to only two meters. The Great Shark Missile was about to strike Yagura. Yagura extended his third tail.
He opened his mouth, aimed at Mei Terumī, and spat out a small black sphere.
